Atlantic City July 23. Colonel Dinshah Ghadiali commander of the Aerial Police Corps of New York plans a counter offensive after a protest against bathing beach rules drew derision. He vows to pressure lifting the bare knee ban and urges women to cover their backs and arms and to teach about sex. He condemns divorce laws night life and suffragists as he speaks before the National Association of Drugless Practitioners.
Ohio and Indiana expect fair weather Thursday and Friday with little temperature change. Kentucky West Virginia also fair and moderately warm. Temperature readings from Boston to Winnipeg show highs around 90s, lows 60s, with scattered precipitation noted in several stations. July 28 1919 records for Cincinnati indicate a high of 90 and low of 71 with clear conditions at noon and a northeast wind.
A large snake wandered onto Surf Avenue near Stillwell and Surf in Coney Island drawing a crowd. Police Sgt Meade and Patrolman Kerrigan killed the reptile after it coiled near a garage, with bystanders screaming and a calm night disrupted by the incident.

Traverse City Mich July 23 Attorneys for Mrs Stanislawa Lypchinski charged with killing Sister Mary John of the Isadore Convent said their habeas corpus petition would go to the State Supreme Court after Circuit Judge Frederick W Mayme ruled the defendant must stand trial on July 29. The judge held sufficient evidence to bind her to the Circuit Court and that the body found under Isadore Church and moved to a cemetery at night was the missing nun.
In Cleveland on July 23 Daniel Kaber, Lakewood publisher, died after 24 stab wounds suffered earlier. Nurse F W Utterback testified that Kaber named a man with a cap and said his wife planned the attack. The coroner's inquest heard the dying statement attributing the crime to Mrs. Kaber.
In Washington on July 23 renewed charges accused big meat packers of propaganda against regulation and licensing bills. Senator Kenyon argued packers fought for their lives and warned of a powerful industrial influence while Senator Smoot countered that the National Wholesale Grocers Association backed propaganda. Kenyon cited letters from Wilson Swift and Cudahy urging lawmakers not to back his bill. Senator Harris noted one of the greatest Washington lobbies to oppose Borland’s investigation resolution.

Washington July 22 The Japanese Government is pressed to issue a formal statement of intent regarding Shantung as Tokyo weighs a public expression to resolve opposition to the peace treaty and League of Nations. Tokyo notes the 1915 pledge to return Kiauchou to China with terms including a commercial port and possible international settlement.
Former President Taft outlines six stipulations for the League of Nations in a private communication. Key points include two years’ notice to quit without league judgment, non-representation for self-governing colonies on the Council, advisory role for Article 10, domestic disputes kept out, Monroe Doctrine reserved for US administration, and a ten-year unconditional withdrawal option.
