Russian forces hold firm against German pressure near Warsaw as Allied planners warn of intensified assault. Soviet troops stabilize frontline positions and repulse several German probing attacks on strategic sectors surrounding the Polish capital.
Allied and German forces clash in the Vosges as French units press forward while German countermeasures slow progress. Western fronts see fighting in Argonne and Isonzo battles, with Italian and Austro German actions and a minor Gallipoli engagement noted.
London reports no British merchant ship or fishing craft sunk during the week ending yesterday. The first week since the war began with no shipping losses. During the week 1,326 vessels over 300 tons arrived at or departed from UK ports.
In New York Mrs Inez Vernon, widow of film maker George L. Vernon who perished on the Lusitania, is believed to have killed herself in her apartment days after the liner sank. She was sister to actress Rita Jolivet who survived the disaster.
Robert Hicks, freed from a ten month sentence after a 1903 fraud indictment, walked from prison with white hair at fifty seven and rejoined his wife and three children in a New York City apartment. He had fled to Europe and was later pardoned after serving forty days.
Diplomatic reports from Washington say General Carranza declared he would not receive messages or conduct business with foreign governments lacking accredited agents in Vera Cruz. The move risks isolating his government from most nations while leaving informal ties with the United States intact. The State Department protested Carranza’s occupation of Naco and urged adherence to the Scott agreement.
The Cunard liner Orduna sailed from New York for Liverpool with 195 passengers including eight Americans and 10 000 tons of cargo. Passengers underwent close baggage checks and there was no sign of submarine threat. Notable travelers included Mr and Mrs George Dean and Hilda D Hogg, plus a ten month old American baby. others were in steerage. Cargo included 107 automobiles 100 cases of automobile parts 60 cases of aeroplanes 3 800 cases of cartridges 986 cases of empty shells 404 cases of infantry equipment 220 cases of fuses and 17 cases of revolvers.
The Interstate Commerce Commission ruled that major express firms need more revenue and revised its prior orders. It permits the transport of first and second factors, raises the delivery allowance by five cents per shipment, and reduces the rail terminal charge by one twentieth of a cent per pound. Higher weights see the five cent increase tapering off, with shipments over 100 pounds unchanged. Most commodity rates stay the same, and overall rates will be substantially lower than those set in February 1914.
Madison July 22. The Wisconsin Assembly passed a mothers pension law modeled on New York. It offers dependent mothers 15 for the first child and 10 for each additional child.
Washington July 22 The note to Germany was dispatched rapidly signaling the United States will not tolerate violations of neutral rights at sea. Officials say the message may amount to an ultimatum and could force a break in diplomatic relations if Germany endangers American life again.
Columbus Ohio July 22 Emerson Lee Taylor of Columbus appointed special legal adviser for Bert Buckley State Fire Marshal with about 3000 dollar salary. Three Democratic Deputy Fire Marshals Ed P Haverty Cincinnati Charles S Bosch Hamilton Ira McCliff Manchester dismissed.
Special Dispatch to The Commercial Tribune reports Rear Admiral Bradley A. Fiske’s patent for an aerial torpedo boat. The plan uses a large aeroplane carrying a 2,000-pound torpedo with drops at five miles from targets, guided by radio concepts and capable of striking ships in protected harbors.
Mrs Sarah Jennie Gertrude N Dean actress wife of John Wooster Dean sued for divorce accusing Foy of alienation of affections from Miss Fannie Ward. Foy denies impropriety stating they were only acquaintances and Langdon admits knowing him for years while leading lady in several productions.
Berlin announces that Germans working in foreign factories producing war supplies for the enemy may be prosecuted for treason. The declaration notes such acts, even when committed abroad, are subject to German law and courts will pursue offenders.
July 22 Atlantic City N J One key ruling guides summer girls. Chief Surgeon Bossert director of the bathing beach orders skirts must be at least three inches above the knee. The rule applies to all heights with a tape measure issued to beach staff.
Milledgeville Ga July 22 A second stabbing occurred at the prison when Charles Miller jailed for burglary was cut in the stomach by Frank Reid serving a term for murder. Miller was not fatally wounded. Officials said M Frank, who had his throat cut last Saturday night, remains in unchanged condition.
At a hearing before State Insurance Superintendent Frank Taggart three Industrial Commission members opposed expanding licenses for Aetna Travelers and London Guaranty to indemnify employers for liability. Labor leader Thomas Donnelly signaled union opposition to legal recognition of such insurers and a state monopoly in compensation insurance. The commission was given until Monday to decide on formal objections.
Nome Alaska July 22 Johann Koren a Norwegian naturalist with the Smithsonian suffered the loss of both hands by freezing last winter while his Arctic expedition was trapped in the Kolyma River ice in Siberia. The Corwin returned with word that the Russian steamer Kolyma’s crew were stricken with scurvy. the first and second engineers died.
In Paris the four anarchists Prouvoit Donnadier Emile Hureau and Mme Donnadier face charges of circulating seditious matter. Six year old Elaine Donnadier testifies to identify the source paper, a moment that bolsters the prosecution. Mme Donnadier sobs in court as her daughter is examined.
David Esaacson, sentenced to a year and a day in a New York federal case, traveled to Atlanta without guards and planned to report to the penitentiary tonight after a brief city visit.

Riots broke out again at the Standard Oil Company site prompting police intervention. Local witnesses described clashes between workers and security as tensions surged amid ongoing labor disputes.
In Bayonne New Jersey violence flared as strikers attacked the Standard Oil plant and Tidewater works with bricks and clubs. Guards fired, wounding three, while two strikers were killed in ensuing clashes. Sheriff Kinkead sought militia and federal mediators as arbitration talks began.
Governor Willis appealed for food clothing or money to aid destitute miners in Southern and Eastern Ohio. Donations go to Adjutant General B. W. Hough for local distribution. He urged immediate relief as mines have closed or run part time and many families face hunger and want.
At 4 30 p m a passenger train on the Klondike branch of the Pennsylvania Railroad jumped the track two miles east of New Philadelphia Ohio. Engineer Samuel Javens 48 pinned beneath the cab died of internal injuries and broken back. Fireman Arthur Freshwater 40 escaped with minor bruises. Passenger Mrs Mary Watkins 70 of Midvale Ohio was cut and bruised. All three taken to hospital.
J J Keppler president of the International Association of Machinists arrived in Bridgeport with a written agreement that trimmed the Remington Arms strike and other tractor plant labor actions. The deal suggested workers would return to work soon, ending a sequence of stoppages at several Remington facilities.
