Washington July 20 Consul Fowler reports Governor Yuan of Shantung says ministers in Peking are safe and Chinese authorities are planning measures to rescue and protect them.
The text warns of doubt and dread after continued shelling by Chinese troops and suggests quick relief is impossible. Washington moves to reach Peking, with Remey consulting allied commanders. If needed, the United States will act alone and send troops from the Philippines. the president arrives in Canton and will be visited by Senator Hanna to discuss the crisis.

London July 21 The Shanghai correspondent of the Daily Mail asserts that Emperor Kwang So telegraphed to the Mikado an expression of regret for the murder of the Japanese Chancellor of Legation Sugiyama Akira and noted shared community interests between China and Japan.
