The Associated Press reports rising tension as Japan eyes possible intervention to avert war while Russia and China move troops along the Siberian Manchurian frontier. General Budenny reportedly recalled, with planned concentrations of air, cavalry and tanks on the frontier and reinforcements to Leningrad and Moscow garrisons.
Reports from Bucharest say the Volga, sailing from Novorossiysk, struck a floating mine and sank last night. Fourteen passengers and seventeen crew members drowned, with thirty-one previously reported as drowned. The incident occurred as ships arrived at Romanian Black Sea ports.

Pilot Ross Arnold died when he fell from the cockpit of the Greater Des Moines during a refueling contact test in Des Moines Indiana. Co pilot Charles Gatchet escaped by parachute as the hose tangled with a wing causing the plane to tip. Arnold slipped under the propeller from about 2000 feet.
The Federal Farm Board in Washington urged American agriculture to organize via cooperative marketing agencies under the Capper Volstead framework. Board leaders plan to push relations with organized farmers, noting only about one third of 6 million farmers are currently organized.
Mayor James J Walker formally announced his intention to seek re election in the city race this fall He spoke before about 600 members of an independent citizens committee led by August Heckscher philanthropist who urged him to run and endorsed him as their choice in New York July 18.
Two lives lost in traffic accidents raise year toll to eighty five. Lowell Van Hook six, son of Howard Van Hook, died after running into Northside Bus No. 11 at Hamilton avenue and Cosby street. Otto Allen drove the bus. van Hook died at General Hospital with skull fracture. Earlier Frank D. Moffetty, 57, Cheviot restaurateur, died from skull fracture after being struck by a car at Harrison Cheviot avenues while alighting a streetcar. Motorcycle officer Martin Stevens, 30, was seriously injured when his bike overturned after a car collision at Wade street Central Parkway.
London reports a possible joint pause in the year’s ship program after a Commons clash between Ramsay MacDonald and Winston Churchill. Parliament hints Britain will pause only with U S agreement after ongoing negotiations.
In St Clairsville Ohio on July 18 a Morristown cook named John Wright cashed a bank check and received unfamiliar new currency. After a dispute with a storekeeper he returned to swap the odd bills for regular money, saying he did not want to argue about it.
In Somerville New Jersey Corporal Russell Harden of the New Jersey State Police rode through the night to save Paul J Herman ten after a copperhead bite. The boy was rushed to Somerset Hospital where no serum was available and Dr Law then arranged serum from Lambertville Philadelphia and back again. The boy was reported certain to recover.
Prohibition agents raided a Belvedere convent housing Mexican refugee nuns after a tip about a still. Deputies forced a door when denied entry, but no search warrant was used and nothing was found. Damages were paid and the matter settled following apologies.
London July 18 P T P O Connor father of the House of Commons received a trust deed annuity as a tribute to his long public service. The veteran Irish politician, now frail in health, accepted the gift seated on Parliament’s terrace and remarked that no Irishman refuses money.
Fifty thousand people in the federal district report stomach aches linked to a digestive malady thought caused by water contaminated by heavy rains. The Health Department says the illness is not grave and no deaths have been recorded.

Nine bodies were recovered from the Arroyo near Stratton Colorado after the Chicago Rock Island & Pacific mainline trestle failed. Passengers in an all steel Pullman on Train No 5 from St Louis to Colorado Springs perished or were injured as flood waters swept the wreckage into the creek bed. Identified dead include Mrs. Ben Lewis of Memphis and G S Carlic of New York City among others. several injured were listed with their conditions and home towns.
Rodney Ford, killer of Marshal Peter Damele, must die today after Gov. Myers Y. Cooper rejects clemency pleas. The Board of Clemency had denied commutation to life, despite arguments citing Breck Lutes and John Messner receiving life terms for the same crime. Cooper, away in New London, Conn., keeps the decision.
Ohio Governor Myers Y Cooper told the National Conference of Governors that veto power and executive pressure aid governance. He cited vetoing 22 of 222 bills, urged vigorous leadership, and discussed regulation of utilities and government economy.
A small bottle of acid caused Judge George E. Tebbs to adjourn as two men faced disorderly conduct and property destruction charges. A blast at United States Aluminum Co ancestral plant in Logans Ferry near New Kensington, Pennsylvania, killed two workers and burned eleven, four seriously. Ambulances and medical staff from nearby towns treated wounds as flames spread through galvanized buildings and the aluminum bronze powder ignited. One hundred workers were present. origin of the explosion remained undetermined.
A Cleveland fire truck swerved to avoid a passenger car and crashed through a P plate glass window, stopping inside a candy shop. The driver F C Heinrich and Charles Ohtrich remained in place as the vehicle caused about 70 dollars in damage. a king pin failure during the turn led to the crash.
In Vera Cruz the fight over a doubled liquor tax caused saloons and stores to close state wide. Gov Alberto Tejeda and liquor proprietors met President Emilio Portes Gil to argue the case. Remaining shops faced boycotts by wholesalers and ice companies. Tejeda seeks presidential approval of the tax stance.
The Court of Appeals grants a permanent injunction against building a $251 000 city incinerator on the old Workhouse property in Camp Washington. Justice Cush ing Hamilton and Ross rule after a taxpayer suit by Rovert Alcorn and Ford Bader Jr. The city plans to appeal to the Supreme Court amid continued local opposition and prior court rulings.
Texarkana dispatch states Deputy Prohibition Administrator S M Gurley claims 75 percent of Arkansas bootlegging is by women and vows a tough drive. Fourteen women were arrested in Miller County with seven whites and seven blacks among those seized, plus six men, as raids continued. Gurley warns many women will face Federal judges and cites a shift from leniency to enforcement with new prisons nearby. He adds about half of women selling liquor do so as agents for husbands or male companions.
Hammond Indiana July 13 an explosion wrecked the Goldie Department Store a two story brick building causing about 65000 damage. The roof and upper walls were demolished. Firemen and police believed naptha or gasoline was poured on the second floor and fumes caused the blast. An automobile was seen fleeing the area with labor trouble cited as a possible motive and stock damage estimated at 15900.
