London July 17 Sir Edward Carson resigns as First Lord of the Admiralty and joins the War Cabinet without portfolio. Sir Eric Campbell Geddes takes over as First Lord of the Admiralty. Winston Churchill becomes Minister of Munitions succeeding Dr. Addison who moves to reconstruction duties. Baron Montague of Beaulieu named Secretary for India.
British destroyers captured four German steamers in the North Sea near the Dutch coast. The ships Pellworm Brietzeig Marie Horn and Heinz Blumberg ranged from 1,088 to 1,495 tons and were owned in Hamburg Schleswig and Hamburg respectively. Dutch protests refer to violations of territorial waters as shells fell near Bergen and Zandvoort with several ships either sunk or captured. The same report notes the American schooner Schilde Harold was sunk by a German submarine June 20 with the crew saved.
Fairfax Harrison reports railroads cut 16,267,083 miles of passenger service to boost freight for the war. Eastern lines saved 716,113 tons of coal yearly, with major reductions by Pennsylvania, New York Central, Erie, and others. Domestic coal stocks to be limited by August 1 with price controls discussed.

A gun battle at 65 Highway West Covington between Covington police and three alleged burglars left Albert Hoffman dead after a pistol duel with Lieutenant John Higgins and Detective John Drees. Detective Drees was wounded in the lung, Elmer Hoffman shot twice, and the third suspect fled along the highway.
Sixteen militant suffragists arrested at the White House opted to serve sixty days in Occoquan workhouse rather than pay $25 fines. The National Woman's Party members, many from prominent families, appeared in Police Court and pleaded acquittal, while Judge Mullowney warned of contempt as defendants pressed for liberty.
