Governor Woodrow Wilson reorganizes and takes personal command of the Democratic national committee in Chicago. McCombs elected chairman with Hudspeth as secretary, committee empowered to form campaign structure and finance plans for the coming race.
Seventeen year old James Killen was arrested at the New York Central station in Buffalo after confessing to stealing about $500,000 in checks and $222 in cash from United Cigar Stores. He described exiting a New York Central train at Albany to discard the bag and keep the cash. He planned to travel to Denver with a ticket to Kansas City. He claimed a minor theft from his father in Jersey City, later recanting. He remains in custody awaiting New York officers.
Washington July 15 Experiments in the army lead to adopting a shoe designed to keep feet in their natural shape and ensure comfort. X ray studies measured thousands of feet before testing. soldiers wore various footwear on long hikes and photos showed bone alignment after days of marching. The chosen model uses a straight last with a rounded toe.
Springfield dispatch reports a William Tell stunt turning dangerous during a stag picnic near Springfield Colorado. William Woods nearly lost his life after being tied to a tree as his brother Ward Woods aimed knives at him. He was rescued by his brother and a farmer doctor later treated him. Washington noted Taft nomination notification to occur August 1 at the White House with Republican leaders in attendance. The wound remains serious but not necessarily fatal.

In Washington on July 15 two men were killed and three seriously injured while repairing a transformer at the Eckington trolley power station after a storm. Norman Norton touched a 6,600 volt line and passed the shock to James Reagan Daniel Kelley Franz Haller and George Pickering. Reagan and Kelley were instantly killed. Pickering and Haller were unconscious and hospitalized. Norton was only slightly hurt.
In Constantinople on July 15 the grand vizier stated the Turkish government refused all proposed peace terms as unacceptable. Turkey will maintain sovereignty in Tripoli and fight on until peace conditions meet Turkish dignity.
In Washington July 16 the senate began consideration of the canal tolls provision. Senator Burton of Indiana and Senator Root of New York debated preferential tolls and a possible Hague tribunal ruling. Burton argued discrimination against American ships violates the Hay-Pauncefote treaty and urged timely action. Bristow Crawford and Townsend pressed for a limit on such tolls. The discussion touched on potential international repercussions and the need for a plan to collect tolls if discrimination were allowed, with The Hague as a possible arbiter.
