S P Langley launches the flying machine from a Potomac houseboat for a long test voyage expected to last into September. The craft, modeled on a seven year line of experiments, uses a naptha motor and oil silk planes and aims to lift two men with controlled speed and safety.
General Chaffee heads the Army of Santiago arrival in Detroit for a reunion and parade. Colonel Ward of the Eighth Ohio also arrives as preparations begin for a grand morning parade and an afternoon military tournament with First United States Infantry, state militia, and G A R posts. General Shafter Bates Wheeler attend the reunion.
Colonel W. G. Jaeger aged 80, founder of the town of Jaeger in McDowell County and noted landowner, died at the Florentine Hotel Huntington. He was a close friend of President Lincoln and aided the Federal Government in the West Indies during the Civil War chasing blockade runners.
The South Dakota State Board of Regents fully exonerates President Garrett Droppers of the University at Vermilion on all charges. The charges included that he drank beer and smoked a cigarette.
Markets plunged on Wall Street marking the worst day since the Panic of May 9 1901 as stocks tumbled amid broad losses. A late rally curbed further declines and offered a glimmer of stabilization.
Slump hits open as U S Steel common falls 2 percent and United States Steel preferred 2 percent. Major declines hit railroads and industrials with losses in Atchison St Paul Canadian Pacific Erie L N Manhattan Elevated Missouri Pacific Rock Island and Union Pacific. Losses total 127 million in steel declines. experts James Hill and George Gould say outlook remains reasonably good.
From St Petersburg July 15 a leading Birzhevia Vedomosti article reports the Czar has abolished castigation with cudgels and cat-o nine tails. Deaths from these tortures are ended. punishment now uses longer terms or solitary confinement up to 100 days with bread and water, hot meals every third day.
Elizabeth New Jersey July 15. Mother Jones and about thirty Philadelphia textile workers arrived by trolley from Rahway. The army walked with Mrs Jones at the head as the group marched to Washington Hall to be guests of the local Socialistic party. They will stay two days. Mrs Jones said over $500 had been sent to the Philadelphia strikers since the army departed.
The German Emperor conferred a large gold medal for art on American painter John Sargent in connection with the Berlin Art Exhibition. A small gold medal was also given to American artist Edwin Abbey.
In Pittsburg on July 15 rumors spread that Charles M. Schwab is unloading steel stocks. Banks are calling nearly all loans, about 4 million dollars reportedly contracted by Schwab, to curb money flowing to New York. Local business says there is not enough capital to operate.
In Logansport Indiana on July 15 Mrs. C O Fenton wife of the editor and Miss Thatcher the editor's stenographer fought over keeping the office door open. Mrs. Fenton slammed the door and then the two women clashed until outside interference. Thatcher was cut by flying glass from the broken door. Fenton prevailed.
Vienna July 15 Friederr Francis Jose von Leechenfeld, godson of the Austrian Emperor, was arrested on a fraud charge. He was linked with the Bavarian royal house and was noted as a brilliant Hussar officer. The arrest caused a painful impression in society.
London report says a lobby rumor in the House of Commons claims United States warships seized twenty small islands off Borneo and planted the American flag. A question on the matter is expected.
The Pontiff shows reduced vitality with a sunken face and drooping jaw. Doctors report the illness has left its acute phase and may enter a period of absolution. Vatican activity remains high as 26 000 telegrams for updates flood in, costing about 36000 dollars.
A young woman near Sergievo Monastery on the Gulf of Finland set a funeral pyre to secure salvation after reading religious books. Found with burned feet and legs in a monk's cassock, she abandoned the flames, traveled forty eight hours before discovery, and may yet be saved.

The Philippine Commission tabled two opium bills creating a monopoly and restricting importation to pharmacists. A special commission will study Oriental resolutions on opium disposal before sending records to Washington. Governor Taft supports regulation and harsher controls than English rules.
In St. Louis on July 15 Julius Lehmann former House of Delegates member was found guilty on bribery charges tied to the city lighting bill. He received seven years in the penitentiary the harshest term yet in the local boodle cases.
Ex governor W O Bradley asserted at midnight he seeks no governorship and dismissed pressure for nomination. The Louisville convention faces a possible stampede as Bradley’s stance unsettles Belknap and Willson factions. Belknap managers claim to have solidified support for tomorrow’s decisive vote.
Louisville July 15 Spectacular opening session of the Kentucky Republican State Convention featured strong support for President Roosevelt in 194, fueling a scramble toward Former Governor William O Bradley as possible candidate. The day saw Belknap supporters name Major William C Owens for temporary chairman amid a large bloc backing Ford Willson and Pratt, with Owens winning 1571 to 675 in the governor race contest.
