The merchant submarine Deutschland may sail soon after 300 barrels of oil were loaded. Captain Paul Koenig received congratulations from Count von Bernstorff and German officials as diplomats foresee no obstacles in its return voyage. The vessel’s size is revised to about 250 feet long and under 25 feet wide.
Washington July 18 The House opens debate on the Rucker bill to curb campaign spending for all candidates including Presidents. It limits presidential expenditure to 50000 and vice presidential to 25000 with penalties of 10000 fine or one year in jail.

London July 13. Prime Minister Asquith announced in the House of Commons that Britons would forgo August holidays to bolster munitions for France. He said leave may be postponed rather than abandoned and that Admiralty and Munitions officials would meet workers and employers to secure cooperation as the Allied offensive continues. David Lloyd George, at a separate allied conference, praised the shift in fortunes due to improved equipment and noted victory beginning to flow in the Allies' direction.

A nine foot shark weighing 450 pounds with human remains in its stomach was killed near Keyport New Jersey by New York fishermen. A ten foot shark from Long Island Sound was hooked and a five foot shark was caught near Fairfield Beach Connecticut. The coast remains dangerous with multiple large sharks sighted in Matawan Creek and along the New Jersey shore drawing beach closures and net barriers.
A massive explosion in a Brooklyn butcher shop caused a four story building to collapse. Five people were killed and at least thirty injured, with one person missing. Fire crews and ambulances aided in rescue as debris blocked streets.
Special dispatch reports at least four killed and fifteen injured when a balsite mill explosion at the DuPont Powder Works in Haskell New Jersey destroys two buildings. The blast was so powerful that people two miles away were knocked from chairs.
