Born in Newport Kentucky, he began law in Clarksville Tennessee and rose to Chief Justice of the Tennessee Supreme Court before serving as U S Supreme Court Associate Justice from 1910. Funeral and burial plans follow in Clarksville with relatives attending. Chief Justice White and other justices to attend.

New Orleans July 12 A fifth bubonic plague case has been confirmed in the city within two weeks. The patient, Elizabeth Dlem, a restaurant worker, is said to be near death. Rat killings linked to the outbreak were reported by her father, who killed two rats the day of her illness. About 4000 rats have been tested with no infected rats found so far.
