International friction grows over pending Panama canal bills as Britain seeks delay to file a joint statement with Washington. Canadian Pacific and other rail interests push for free passage while Britain objects to provisions granting preferential canal access to ships not railroad owned.
Washington July 10 Special Dr Dono little acting chief of the bureau of chemistry offers a hot weather plan. Ignore the heat avoid worry and skip frequent thermometer checks. Drink ice water lemonade and soda and allow one small evening highball. Eat meat once daily and keep fish fresh. Take vacations loaf sleep and stay easy avoid exertion and wear light underwear.
Three deaths and heavy property damage occurred as storms swept eastern Pennsylvania. Victims include James Ruppert 35 struck by lightning near Reading William Cox struck at Hickory Swamp colliery near Shamokin and Paul Gilse 22 who stepped on a downed high tension wire at Shenandoah. Widespread outages and flooding followed while hail damaged crops near Mauch Chunk.
Washington reports no relief in sight as hot weather continues across the nation. Forecasters expect further temperature increases tomorrow, with only isolated showers briefly cooling some areas.

Twenty four Ohio penitentiary inmates seek clemency from the state board of pardons tomorrow. Montello Watha, alleged ringleader in the Newark lynching of Carl Etherington, asks a pardon from a twenty year manslaughter sentence. Other applicants include Sharman Bristow and Frank Greisser for embezzlement and rape, with multiple prisoners from counties such as Allen, Hataware, Knox, Scioto, Tuscarawas, and Montgomery seeking mercy for varied offenses.
In White Plains New York on July 10 expert alienists testified Thaw is sane. Dr. White head of the federal asylum and Dr. Mills of Columbia asserted Thaw still poses no mental illness. Olcott testified he proposed sending Thaw to an asylum without trial in 1906. Anthony Comstock described mistreatment reports and W T Jerome clashed with Clarence Shearn as summation looms Monday.
President Taft commuted May E. Brown’s five and a half year sentence for violating the white slave law. The clemency followed the judge and US attorney’s support and a moving appeal from a prisoner’s mother. The act marks the first clemency in a white slave case.
Mrs. Emily Pasquino of Philadelphia reported to police that her husband Gabriel Pasquino attacked her during a quarrel and bit off the tip of her nose. Surgeons at Pennsylvania Hospital reattached the nose tip with eight stitches. Gabriel Pasquino is held for court.
Dr. Winthrop Stone Purdue University president wed Miss Margaret Winter in a small West Lafayette ceremony. The Rev. John P. Hale presided as the couple planned a summer trip to the Selkirk mountains. Stone, recently divorced, is said to be 60 and his bride 27.
