Kaiser, replying to President Wilson, promises not to molest American and neutral vessels. the reply says conditions are not satisfactory to Washington and outlines the stance on diplomatic assurances amid rising tensions.
Berlin reports Germany will not interfere with legitimate neutral trade and will allow certain American and neutral passenger ships to pass under strict markings. It declares submarines must avoid endangering American lives and outlines conditions for passenger service and four ships under the American flag, while defending its submarine warfare as necessary for Germany’s survival.
Labor’s National Peace Council accuses J P Morgan & Co and Federal Reserve officers of a vast plot to finance Britain France and Russia with more than 200 million dollars in US credits. The complaint alleges funds funded war materials ships and transports and warns of up to a billion in potential damages if unchecked.
A group of about 125 teachers from New York and Brooklyn, led by Rice, faced a highwayman raid on the Yellowstone Park road. The 1868 murder of a cattleman and his son near Siam, Iowa, links to a buried $90,000 chest. Henry and John Dainwood are jailed in Clarinda, with Bates Huntsman and Samuel Scribner charged as suspects. Samuel Anderson, seeking a civil claim to a quarter of the treasure, disputes reports the chest was dug up twelve years ago. A court physician is appointed to verify her condition as Harry K Thaw defends his sanity on the witness stand. Thaw denies payments to Susan Merrill and accuses her of perjury while alienists observe the proceedings.
General Botha of the Union of South Africa accepted the surrender of all German military forces in German Southwest Africa. South African troops will head to France or push on to German East Africa. Windhoek fell May 13 after a rapid advance, with martial law proclaimed throughout the territory.
