Dispatches from the Mexican border report General Orozco, retreating on Juarez, plans to strike El Paso gas and electric plants serving Texas and the Mexican city. U.S. forces along the Rio Grande stand ready to respond if such an attack occurs. Juarez reports 1,500 rebels arriving from the south as Texas fever grows.
Juarez reports rebel leader General Pascual Orozco arrives with retreating forces from Chihuahua. He orders protection for foreigners, dispersal of looters, and moves main army toward Casas Grandes and Sonora. No firing on El Paso plant. Texas militia on alert.
A double header freight crashed into the rear of a passenger picnic train at Wilpen near Latrobe on the Fourth of July. Twenty-one people were killed and many injured as the coach was crushed and tossed by the engines. Rescue efforts followed as residents tended the wounded and summoned help.

The Indiana Supreme Court invalidates Governor Marshall Lew Billingham and the board of election commissioners attempt to submit a 1911 constitution to voters. Justices Myers Monks and Chief Cox deny gubernatorial power to place the measure on the ballot, upholding the present constitution as supreme law.
Senator A B Cummins of Iowa vows to remain with the Republican Party despite his Chicago setback. He cites fraud claims in Taft’s renomination, warns that new parties won’t root out bosses, and urges vigilance against dishonest practices while stressing the party’s progressive potential. President Taft grants a pardon to M. Hayashida serving twenty years for manslaughter in Alaska. The condition requires Hayashida to accompany and pay for transporting an insane fellow Japanese national back to Japan. A second Japanese convict, Yoshida, also pardoned on similar ground after becoming insane before departure.
