Morley Reform Scheme in India Promises Limited Native Powers
Calcutta, India, July 8. The Morley reform plan grants natives seats in imperial and provincial councils with limited suffrage and budget debate rights while preserving British control. It introduces interpellation, official and elected seats, and a separate Mohammedan representation amid Hindu majorities, aiming toward eventual self government but stopping short of full democracy.
