Washington dispatch reports Senators and House Military Affairs members invited by Secretary Alger to sail from New York on March 6 with their wives to study U S possessions in the West Indies and Cuba for future policy. Cripple Creek report details massive metallic ore body in Isabella Ground near Mollie Gibson. Deceased was about 3 years of age.
Whittaker Manns and Howard Harlan, adjacent farmers, fought a knife duel in a Ballardsville blacksmith shop over a tobacco sale quarrel. Manns was fatally wounded and died. Harlan is said to be fatally hurt after the exhausting fight and brief rest breaks. Both men leave families behind.
The House debated the army bill with amendments giving the President discretion to reduce the infantry and cavalry to sixty men per unit, potentially shrinking the force to 50,000. Key speakers clashed over policy as amendments for staff age limits and mental and moral examinations were discussed and adopted where stated.
Debate on a committee amendment ended with a defeat for a plan to add 100 dentists with First Lieutenant rank. NEWPORT NEWS January 8 The big battle ship Kearsarge was given her first trial in the James River to test her propellers. The test was satisfactory as the ship was towed out a mile and the screws started then gradually increased to full operation before returning to berth. She is expected to remain at the shipyard until the official trial in spring or early summer.
Boston January 30 Boston Herald Company fined 500 by Judge Bond for publishing the headline Guilt is Evident in coverage of city teaming fraud trial. The prejudicial headline led to jury dismissal and a new trial order in the case of John Mulvey and T F Scollens charged with defrauding the city.
Washington dispatch reports unconfirmed talk that Colonel R M Nevin of Dayton may seek the Ohio governorship. Mayor James A Rice of Canton, a Democratic aspirant, plans to meet John R McLean in Washington before an expected formal declaration.
In Havana on January 30, three incidents last week involved American soldiers abusing Cuban citizens. Soldiers took eatables from street venders without paying and struck those who aided them. In one case two drunken soldiers forced entry into a private house and insulted women until a patrol intervened. A patrol halted a private house dance, mistaken for a public hall, but no ill feeling followed. No sickness reported among 161st Indiana Regiment soldiers.
S F Killian of Brandon Alabama and Beulah Stone aged fifteen from Larimore Alabama wed in Chattanooga after a long chase by the girl's father who opposed the match. Beulah climbed out a window after midnight, fled with her lover and the pair were married. Beulah is described as wearing short dresses.
In Portland Indiana on January 30 a nitroglycerin blasting accident at the Rice and Emerson base near West Liberty left overseers James Thompson and Gib Gooden torn to pieces. The blast shattered nearby structures and its force was felt miles away, demolishing everything in the vicinity.
Koenigsberg reports that twenty children are feared drowned after an ice disaster at Warpuhnen Boirhein village. Rescue teams search the frozen waters as local authorities assess the tragedy and warn of continued ice instability on nearby lakes.
Chicago endures a brutal cold wave with temperatures around eight degrees below zero at noon and a forecast of fifteen below. Police stations sheltered 1500 homeless, with rising destitution and one death linked to the cold. Northwest readings include Swift Current eight two below and multiple other cities well below zero as the cold spread.
The greatest cold wave in fifteen years hits St. Louis with temperatures expected to fall to ten below zero. Snow and cold winds persist as streetcar service slows and the river freezes with large ice cakes forming, signaling a severe winter advance.
At 26 below zero the Third Regular Infantry began its trek to the Philippines. Colonel Page asked for no formal farewell, but a large crowd cheered the departing troops. Based at Ft. Snelling for fourteen years with Cuban service, the regiment traces its lineage to the Revolutionary War. Officers and men split into five sections and will reach Jersey City February 1 via the Lake Shore Railroad from Chicago.

President McKinley authorizes Robert P. Porter to arrange a 3 million dollar disbursement to Cuban soldiers and persuade General Maximo Gomez to disband his forces and back the U S military administration. Porter and Senor Gonzales de Quesada meet Governor General before traveling to Remedios for talks with Gomez.
Reports from Peking indicate the Empress Dowager has selected the throne’s successor in a relatives meeting though the person is not named. The emperor remains guarded on the island palace with nightly drawbridge security. The Dowager allegedly sidelines the Grand Council and the Tsung-li Yamen.
In Columbus Ohio on January 30 a seventeen year old girl using initials N B H escaped from the Convent of the Good Shepherd. Her mother, seeking to take her to Baltimore, declined to reveal names beyond initials A V H and N B H. The mother, fashionable and cultured, said she would move from West Virginia to Baltimore and described her daughter as tall slim with blue eyes and blonde hair.
Robert T. Rink Jr., 28, a picture frame gilder, killed himself last night in Philadelphia in the same manner as Mrs. Ayres at Penn Yan New York last week. Rink, in poor health, had told his landlady he wished to meet death as Mrs. Ayres did.
In Columbus Ohio on January 3 a Methodist Preachers Association adopted resolutions opposing the seating of Congressman-elect Roberts of Utah. They urged pastors to bring the matter to congregations between February 5 and 12 or a weeknight, draft a petition for signatures, forward it to Representative Lentz, and have pastors and lay members write personal protest letters to Lentz.
In Canton Ohio on January 20 Judge Taylor took under advisement the motion to quash the indictment against Mrs George for murder of George Saxton, brother of Mrs McKinley. Attorneys argued the motion and Mrs George appeared in court during the session. opinion due tomorrow.
West Union Ohio January 30 The four year old daughter of George Helderbridle was burned to death at Selig last night when her clothing ignited from a grate in the residence.
In Columbus Ohio the foreman George Ss Clough of Brown-Hinman Company was assaulted by A Selders a new guard at the State Prison. Selders ordered Clough out of the shoe shop and knocked him down. Clough bit Selders finger nearly off and knocked him senseless. Three of Cloughs teeth were knocked out.
Steubenville reports Mrs Thomas Phillips aged 70 died from burns at her Toronto home after her dress caught fire on a grate. The incident occurred early in the day, leaving investigators to determine the exact cause and response.

Williams has lost 108 days of good time, his term to expire in two weeks.
In Waterloo Indiana January 30 a twelve year old boy named Willie Dire thick confessed after being arrested for picking the pocket of mailcarrier Hughes and taking a draft for sixteen dollars. The incident was reported to Federal officers.
