Rome dispatch reports royal decrees calling to the colors Italian soldiers born 1888 in field artillery and Alpine troops, plus those born 1891 1892 1893 1894 in Alpine troops. A subsequent decree recalls retired officers fit for service through 1915.
Governor Frank B. Willis urged that merit and fitness should govern state appointments and promotions, opposing noncompetitive exams that protect political appointees. Speaking at the McKinley Day banquet, he invoked William McKinley’s fight for a real merit system and urged competitive exams to limit patronage.
President Wilson told the American Electric Railway Association convention that a test period will show if trust reforms work. He said the maze of interrogation points that chilled enterprise has been cleared, predicting a future of confidence and growth with clear rules and public scrutiny.
John R. Lawscon of the United Mineworkers testified at a Federal Commission on Industrial Relations hearing in New York, criticizing the Rockefeller Foundation for philanthropy he says ignores Colorado miners’ suffering. He attacked Rockefeller Jr. for ignorance of conditions and accused foundation leaders of masking injustice with aid to distant causes.
James H. Madding, son of a wealthy Pine Bluff planter, found guilty of involuntary manslaughter for running down and killing attorney James H. Harrod in July 1913. He received a ninety day sentence to the penitentiary. Harrod was a Princeton classmate of President Wilson.
British Prime Minister Winston Churchill condemns the German vessel program backed by the Wilson government. The piece warns of potential international complications from the internment policy and naval actions affecting Allied and neutral shipping.

Captain Robert Wilson aged 79, formerly of the Wilson McCally Tobacco Company, died in Middletown Ohio. He left a widow, one son and three daughters. Ex Senator J E Harding is listed as a son in law of the deceased.
Washington feature notes President Wilson's grandson Baby Sayre gets blue denim juvenile overalls by parcel post. Bill McDonald, a former bodyguard now in Washington, is identified as the likely sender. Mrs. McDonald made the breeches. The President thanks New York athlete Mike Donovan for miniature boxing gloves.
Geneva January 29 Crown Prince Wilhelm the German heir asserts belief in victory and claims Russia and France are aiding England, while he asks for fair play from the American people. He adds the views reflect many Germans though he is informal in tone.
A farewell banquet for Senator Burton marked his March 4 retirement from public life. Justice Day presided, Senator Pomerene praised him, and Senator Borah delivered a glowing tribute praising Burton’s broad vision and integrity as a national statesman. Borah’s closing remark sparked loud applause and speculation about a possible presidential run.
