London January 28 The Cunarder Andania, earlier reported torpedoed but not sunk, went to the bottom despite efforts to reach port. Dr J A Harker said torpedoes struck amidships on the starboard side during boat drill. some stokers were killed and two crew members were lost, with passengers reportedly saved.
Petrograd dated dispatch reports the Soviet government breaking diplomatic relations with Romania. The Rumanian legation in Petrograd will be expelled. General Dmitri Stcherbatcheff, Russian commander in Romania, is outlawed as an enemy of the people amid rumors of collaboration with Ukrainians and Romanians against the Bolsheviks.
Toledo reports O. D. Finch aged 46, an elevator operator, was found dead today after being crushed between the elevator car and shaft at the first floor of the Vendome Apartments. No witness observed the incident.
Washington reports Germany has not replied to the U S proposal that German commissioned officers held as prisoners receive pay of their grade in return for similar privileges for American officers in Germany. The War Department orders all payments halted until Germany shows willingness to reciprocate. Secretary Baker issued the directive to army pay officers at detention camps.
Secretary Baker described vast American railroad systems ports terminals supply warehouses and other facilities for the army in France. He said 600000 men would be in France early in 1918 and 1500000 ready to ship in 1918. He spoke of a plan so extraordinary it must be studied abroad and praised the army food provisions as exceptionally good.
Secretary of War Baker testified before the Senate Military Committee that by early this year 500,000 American troops would be in France and 1.5 million available for foreign duty. He described railways ports and terminals built by Americans since Pershing's arrival and said equipment and artillery would come from Britain and France. He argued the war plan was the only possible approach under the circumstances and outlined the theater of war in France with supply lines across the Atlantic.
