The Elder Dempster liner Appam with almost 600 aboard is believed sunk after five days overdue. A lifeboat marked Appam Liverpool was seen at sea by the Tregantle with its bow damaged and a life buoy recovered. Sir E Merewether and Lady Merewether were among 500 passengers listed on the doomed voyage.
Harry M. Levingston of Saratoga Springs won a $73,000 judgment in federal court over a rare book swindle involving 5,000 volumes of Americana. Defendants named include William Y. C. Humes, Herbert O. Tomlinson, James Plunkett, Edward J. McArdle, and Samuel Warfield. Levingston had paid $61,750 for the set. the award includes interest with a $5,000 deduction for actual value.
The United States issued identical notes to belligerents proposing a declaration of principles governing attacks on merchant vessels. The plan seeks protection for noncombatants, required warnings, limits on firing, and interdicts on sinking ships unless safety is ensured. It notes a shift in U S policy toward armed merchantmen and warns of enforcement if nations disagree.

Born November 13, 1856 in Louisville, educated in public schools, Dresden, and Harvard Law, he has long aided the poor without remuneration and led efforts for Jewish resettlement to Palestine.
In Providence on January 28 Mrs Elizabeth F Mohr testified in cross examination about discussions with her lawyers over an absolute divorce for Newport property and cash in exchange for ending her marriage. She denied offering bribes and spoke of letters involving Emily Burger and George Rooks while maintaining love for her husband.
Kitty McCormack of Hoboken confesses she hired two men for $5 to murder Gregory George of Dobbs Ferry New York. The victim's sister in law Mary Vogelia is detained after implicating others and a tied up Mrs George is reported. Confessions name two men and detail arrangements to allow remarriage, with continued police pursuit.
Police hunt a drug fiend accused of pouring carbolic acid into Julius Clemens a three weeks old infant on Southern boulevard Bronx as mothers and children crowded the street. The mother delayed aid and the mother Mrs Clemens is prostrate at home. The case has terrified Bronx mothers and children.
Liverpool January 28. The 22 market inspectors employed by the city will receive twenty-two silk hats after the City Council passed the bill by a large majority. Councilman Kelly opposed, mocking the idea of hats for inspectors, arguing top hats were outdated though clergy and lawyers have moved away from formal headgear.
In Raleigh North Carolina Warden T P Sales died of heart disease minutes after turning on the electric chair for a double execution the first in the state. The condemned were Ed Walker and Jeff Dorsett Black men convicted of serious crimes.
Seven men were burned, three seriously, in four fires at the Du Pont Powder Company plant in Carney's Point New Jersey. One hundred eighty thousand pounds of smokeless rifle powder burned, with losses around 100000 dollars. The fires spread through detention houses and powder dries, injuring workers Fred Fitz Lawrence Holt and William Wallace. A separate service house in Plant No 3 burned later, but no further injuries were reported.
