President Arangueren of Maracaibo state decreed calling all citizens aged 16 to 60 into the militia to repel possible German landings. About 500 men answered. Fort San Carlos held by government forces at 2 pm as bombardment by German warships continued. only the gunboat Panther had entered the bar amid great excitement.
Horace Ankeney Food Commissioner to Washington in search of Hanna aid for Ohio politics. He meets Hanna multiple times, offers details on dairy, borax, centrifugal separators, and gubernatorial plans but leaves with no resolved backing or promise from the senator.
Colombia moves toward final approval with a slight concession as the pact can be increased by 150000 dollars after previously standing at 650000. The agreement heads to the Senate and is expected to be ratified soon.
The United States agrees to pay Colombia ten million dollars in gold and a yearly payment of two hundred fifty thousand dollars thereafter. A zone six miles wide is leased for a hundred years. The United States reserves the right to deploy troops to defend its property if Colombia cannot provide protection.
News from Colón Colombia reports the United States and Colombia have signed the canal treaty. The isthmus reacts with jubilation and hopes the United States will begin work on the canal soon.
Seattle January 23 A careful inquiry finds no basis for the rumor that the United States transport Dix sank. Dix sailed December 31 from Seattle direct to Nagasaki and is not due there for two days. Captain Hopkins commands the ship with Captain Theodore Sternberg U S A in charge. The Dix, acquired during the Spanish American War, is one of the largest freighters owned by the government.
Dick Canfield the king of gamblers and his manager Buckfin were indicted by the grand jury after a raid on Canfield's place. The action follows Jerome’s inquiry and prompts questions about possible charges. The city tightens hours. many hotels and cafes plan to resist the 1 to 5 am closing order.
Levi Mercer a former trustee of the M B Church and local businessman is sued for 5000 by Rev James Blackburn pastor of the U B Church. Blackburn alleges Mercer hugged and kissed his wife during an incident at Rochester Indiana in January.
Paris Jan 23 The Pa nama Canal Company officers say the US Colombia treaty signing pleases them and expect Senate ratification this session. They note Colombian elections underway with a session due April or May and foresee the transfer of property concluding in a few months if ratified. They also mention an option on the route worth 40 million dollars that could be extended by the board.
Armour captured early buying pressure in Chicago wheat trading sending prices to 82 1/2 cents as A I Valentine proposed a large purchase. Rumors of massive selling orders circulated and traders speculated wildly before the session ended with Armour reportedly netting several million bushels at roughly eighty two cents.
W D Hendrickson deputy sheriff and his wife were in a Cottageville store when Wesley Osborn entered, cursed the officer, then fired a bullet into Hendrickson's right cheek. Hendrickson knocked Osborn down, arrested him, and jailed him. Osborn, described as among the county’s worst men, faced five indictments after years of trouble including a past killing.

Commodore Scheder reports German cruiser Panther attacked Fort San Carlos at Maracaibo bar on January 17. After a half hour cannonade the Panther withdrew. He then bombarded the fort with the Vineta on January 21, destroying it to avenge the attack.
Berlin, Jan 23 Foreign Secretary von Richthofen said he hopes the Venezuelan difficulty will be settled soon through negotiations in Washington. He noted the blockade may be raised, stressed patience, and recalled proposals for arbitration dating back to July 1901 amid a sharp diplomatic exchange with Caracas.
Washington Jan 2 Minister Bowen has not yet received a reply to his proposal to raise the blockade immediately. Exchanges continue among London Berlin and Rome Foreign Offices to prepare a joint reply. The text notes limited action and ongoing diplomacy amid naval contexts.
