In Charleston West Virginia January 17 the governor and state senate clash over recognizing the house. The house bans the Virginia debt question while Atkinson stock climbs in the senatorial market. A Kanawha Valley gathering endorses Atkinson with speeches stressing his Kanawha roots and unity across districts.
United States Ambassador Andrew D White in Berlin tells AP that German traders in the Philippine Islands have consistently supported American sovereignty. He cites a Manila merchant who pressed Berlin and Paris officials to back U S control, supplying documents and statistics.
West Virginia State Bar Association convened for its thirteenth annual meeting. Judge Henry Stockbridge of Baltimore delivered the annual address on the relation of the United States to its newly acquired dependencies. About 150 lawyers attended. a banquet was planned for tomorrow night.
