Chief Executive makes four teen major recommendations including adoption of permanent registration as he presses lawmakers to redeem pledges and aid the Business Administration.
Gov. Myers Y. Cooper in Columbus sent 14 major recommendations to the Eighty-eighth General Assembly in his first appearance before both houses. He urged economy and tied public benefits to expenditures, backing tax cuts for foreign insurers, highway reforms, state road funding, a blue sky law, permanent registration, a new state office building, and a modern conservation program. He warned costs will rise but said no deficit plan and rejected a six-tenths mill levy to cover a deficit.
In Tucson Arizona H M Marty O Toole of the Southwest Air Service and Melvin Smith of the Fifty second Aviation School group Kelley Field Texas were killed when their plane nose dived from seven hundred feet due to engine failure. In New York a young woman student pilot Clarissa Copper age 21 from Newark was seriously injured when her plane hit high tension wires and crashed near Hicksville Mineola Hospital treated her for possible neck fracture.
Peter Bubanovich a 33 year old saloon keeper and witness in a Federal Grand Jury liquor conspiracy probe on Pittsburgh's Northside was shot and seriously wounded outside his home early today. The gunman fled in an automobile with a woman passenger. no robbery occurred as $300 remained on the victim.
New York World News Service reports a midnight call to the Willow Springs County Highway Police Station ends with the thermometer stolen. The cold weather check is interrupted as the thermometer goes missing from the suburban Chicago station.
Gov. Myers Y. Cooper appeals for few laws as 102 bills are introduced in three days. Senate passes emergency appropriation of 28,790,526.85 for state operations and highways with House action pending. New measures include a state chiropractic board and a six month gap after divorce decrees.
Clifford M. Stegner, Commissioner of Buildings, was ordered to appear in the State Supreme Court and show cause why the City Ice and Fuel Company should not obtain a permit to erect an ice manufacturing plant on Epworth and Montana avenues in Westwood. The company, after buying the property pre zoning, faced a clash between Business A zoning and a later non conforming use designation. Stegner denied the permit and the case went to court.
Vivian Messiter, once an engineer for Hudson River tubes, is found dead in his padlocked Southampton garage after months missing. Scotland Yard reports deliberate concealment, with head wounds possibly from bullet or spike. a wiry man seen with Messiter remains at large as detectives pursue clues.
A gas blast in the basement of a Rescue Home in Terre Haute Indiana killed three people and injured several others. Victims include F D Sherman a bond salesman from Oak Park Habeeb Nasher a Syrian grocer and Alex Lloyd a 55 year old laborer. Five others suffered burns and shock as debris buried eight people and flames spread to nearby stores and the Vigo County Courthouse.

In Guan t la Morelos on an inspection trip to a thermal waters site, President Portes Gil jumped into the tank to save Senora Laguna wife of Pedro Laguna a Guatla resident after she slipped and could not reach safety. Onlookers applauded the rescue.
Dr George Magrath asked for the body of Mrs George Ruth wife of Babe Ruth after partial autopsy. A second autopsy by Dr West was ordered to rule out error amid questions of foul play. Babe Ruth remained in Boston awaiting funeral.
Arizona's Colorado River Commission votes to file suit in the U S Supreme Court to block Boulder Dam under the Swing Johnson bill. Chairman Mulford Vinson says immediate eminent counsel will be employed as Arizona seeks to prevent water allocations to Southern California.
Eight men armed with machine guns and shotguns held up 200 Calumet Baking Powder Co employees and fled with an $8000 payroll. Later four robbers hit Congress Park State Bank of Brookfield and escaped with $9000 after threatening staff and customers.
William J. Donovan is described as having the inside track for attorney general. Kentucky woman urged for favor by J Matt Chilton is noted in relation to the political maneuver.
President-elect Hoover heard recommendations on Cabinet posts including Louis S. Cates of Utah for Interior and William J. Donovan for Attorney General. Others urged Kentucky’s Mrs. Alvin T. Hert, with Missouri consideration also discussed. The exchanges spanned policy, patronage, and regional interests as Hoover listened without commenting publicly.
Morton a Cleveland bank robber says he refused the Governor's commutation and will pursue habeas corpus to the U S Supreme Court. He seeks return to status before 1925 parole to Michigan with condition to stay out of Ohio. His lawyers compare the case to Gerald Chapman and argue illegal extradition. Morton claims he was kidnapped back into Ohio and the commutation only makes him parole eligible on warden and chaplain recommendation.
The Senate ratified the Kellogg treaty today with Borah ending the deadlock by reading the committee report. The pact renounces war, calls for pacific dispute resolution, and provides mechanism for reciprocal adhesion and immediate notification between signatories.
Gen Bramwell Booth rejects resignation amid a high council showdown over leadership reform. He contends the council lacks power to alter the army's constitution and says he would be dishonored to retire under threat. Mrs Bramwell Booth delivered his reply as debates stretched into the night. deliberations resume tomorrow. American delegates returned to London headquarters.
In Atlanta on January 15 the trial of George Harsh, a former Oglethorpe University student from a rich Milwaukee family, began with rapid jury selection. Prosecutors say Harsh and Richard Gallogly robbed drug store manager Willard Smith, leading to his death. Harsh sat through proceedings largely nonchalant as witnesses, doctors and students testified amid frequent defense objections.
Sanford Clark, 15, key accuser in Gordon Stewart Northcott trial, testifies about digging three graves at the Wineville chicken ranch for the Winslow boys and Walter Collins, and describes Northcott fearing exposure over a planned murder of Mr. and Mrs. Dahl. The prosecution notes Northcott faces separate charges in the Collins case.
The Senate ratified the Kellogg treaty by 85 to 1 while debate over interpretative reservations ended. In the same session the House approved a $448,000,000 War Department appropriation for the next year and Mellon urged deferral of a $25,000,000 Prohibition enforcement grant until better use is surveyed.
