A Vienna dispatch reported by The Neue Freie Presse says about two thousand people died in Przemysl Galicia as Ukrainian forces bombarded the city by land and air. The town’s gas and electricity are gone, and water and food are scarce amid terrible conditions.
Four American armistice representatives head to Treves as reports claim Kiel Wilhemshaven found submarines under construction. The armistice terms will require surrender of all submarines built and destruction of those on the ways. Brazil gains three delegates in peace congress planning. Russia representation postponed.
Swiss authorities face a crisis as Petrograd issues an ultimatum demanding release of thirty Bolsheviks imprisoned in Sa vantan fortress Valais or thirty Swiss citizens in Petrograd will be executed without trial. Indignation rises as Bolshevik influence spreads to Rhine towns and North Switzerland. Police search for Madame Balonova linked to propaganda funds.
Washington Jan 14 Vance C McCormick resigned as Democratic National Committee Chairman and is believed under consideration for American ambassador to France to replace William Graves Sharp. Sharp may return home after long wartime service and health concerns.
Berlin reports show the Ebert government ready to defend the National Assembly elections on January 19 with strong military force. Troops were said to have crushed Spartacan and Independent Socialist factions, arresting hundreds as draconian measures including death for illegal arms possession loom.

Chicago January 14 Socialists and I W W members tried to seize control of the National Labor Congress called by the International Workers Defense League to press for new trials for Thomas J Mooney and Warren Bings now serving life terms for the San Francisco Preparedness Day bombing. Radical delegates refused to quit and planned to push a general labor strike as conservatives sought to limit the discussion to the Mooney case.
Ohio set to enforce near total liquor ban after May 27 under Antisaloon League drafted bills. No beverage alcohol except possibly at home or a friend’s home. A Prohibition Commissioner will head enforcement with a $5,000 yearly salary and must have two years of prohibition alignment.
Chicago Jan 14 Seven states Arkansas California Illinois Indiana Kansas North Carolina and Alabama joined the dry column bringing ratification to thirty Nebraska Senate and Utah House also voted for ratification. California attorneys filed suit to restrain certification arguing state acts must be referred to a referendum.
Three Young Men's Christian Association workers in Paris face defalcation charges totaling about 38940 dollars with most funds recovered. The men include George Schoeffel former Rochester chamber of commerce secretary, Rev. R Atkins of Eagle Pass Texas, and Mansfield a former Sailors Union secretary. The Y M C A says canteen business ran about 16000000 in six months and 14900000 for 1918, with many investigations and requests for full prosecution.
Representative Gallivan of Massachusetts told the House that National Guard officers were relieved late in the war to make way for regulars who he said would flee a baked apple. He cited officers from Texas Mississippi Pennsylvania and others and vowed to demand a congressional investigation. He blamed the War Department and said Pershing holds complete authority. The remark followed Senator Chamberlain’s critique of War Department function.
The C-1 navy dirigible, en route from Far Rockaway New York to Key West Florida, arrived in Brunswick Georgia after a delay caused by rudder trouble. It descended yesterday at Georgetown South Carolina and plans to resume the flight tomorrow.
A wireless dispatch from Lisbon reports the insurrection in Portugal has been put down. It notes that the naval arsenal and the torpedo boat destroyer Caraldo were recaptured by loyal troops.
Paris, Jan 14. The inter allied conference representation is virtually arranged but subject to revision. To avoid humiliating any nation a tentative official list is withheld. Nations may seek amendments only with strong reasons, as decisions will be by unanimous action.
President Wilson continued individual conferences at Murat Palace in Paris with British Prime Minister and other leaders. The discussions welcomed Dr Vesnitch the Serbian minister and Mme Vesnitch. A later session with Lloyd George Bonar Law and Balfour aimed to speed work of the Supreme War Council and Interallied Peace Conference.
An inter allied committee to control the trans Siberian and Chinese Eastern railroads is nearly set with representatives from China Japan United States Great Britain France Italy and the Omsk Russian Government to be chaired by a Russian. John F Stevens heads the technical board while a military board will handle transport needs.
Less than a dozen senators attended the session dominated by questions before the peace conference. Borah and Shafroth spoke on the league of nations while Thomas urged retention of troops in Russia to protect military stores and aid Czecho Slovak forces. He supported a state ment on U S Russia policy and warned against treating Russia as a special case for allied consideration.
