At a morning council committee meeting a Taxpayers' association spokesman attacked the proposed building code's tenement provisions. Lizzie Harbin a 41 year old mother of seven was shot and killed at her Washington home by Frederick Kraemer a 22 year old painter who then killed himself. Police say the tragedy suggests a joint death pact after a reconciliation attempt. Several children were at the scene.
