Washington January 10 Major General Scott chief of staff told the House Military Committee that universal military service may be needed in the United States with a six month training requirement for 18 to 21 year olds as a substitute for the volunteer system. He estimated an army of nearly 2 000 000 in war and noted 4 000 000 in that age group with 700 000 more turning 18 each year. He called the continental army plan the most workable option, warning that failure could force compulsory service.
