Republicans in the Ohio General Assembly override civil service rules to appoint their own session staff. The Senate and House elected assistants and stenographers by majority vote, with a few Democrats allowed to name two aides. Special Dispatch to The Commercial Tribune reports Colonel Goethals governor of the canal told a House Appropriations Sub committee that fortifications at the Panama Canal are satisfactory. He outlined 18 million dollars needed for next year and noted landslides delay work, with four brigadiers detailing gun upgrades to exceed foreign naval guns. He urged retaining forty thousand dollars for two lighthouses in Panama Bay.
Reporting from Vera Cruz on January 5, Carranza general Alvero Obregon led about 30,000 troops to retake Puebla. After a six hour bombardment using 92 cannons, Obregon advanced against Villa and Zapata forces estimated at 15,000. Tepeaca and Amozoc fell as he cut railroads directing movements toward Mexico City.
Russian headquarters report a crushing Turkish defeat in the Caucasus. Two Turkish columns were destroyed or captured, Ardahan was retaken, and Sari Kamysh fell after a fierce defense. French, British, and German-made trophies fall to Russian forces as they pursue retreating units toward Kars.
Dispatches report Izzet Pasha, ex Turkish War Minister, captured by Russians in Tiflis. London wireless confirms Dardanelles fortresses bombarding the Anglo-French fleet, with a torpedo boat sustaining minor damage from the action.
Chicago January 5 news confirms police Sergeant Axel Jensen shot and killed George Hennessey during a drugstore robbery. Jensen described Hennessey as a longtime childhood chum and intimate associate. The coroner's jury commended Jensen for his prompt action, and he wept while recounting the shooting.
London reported that England and Germany agreed to exchange prisoners of war who are physically incapacitated for further service. The British government proposed on December 10 via the United States and Germany accepted on December 11, with plans to implement the exchange.
Special cable reports Cardinal Mercier Primate of Belgium and Archbishop of Malines is imprisoned in the Archiepiscopal Palace at Malines under military guard. The arrest follows a pastoral letter denouncing the occupation and asserting Belgium's legal authority rests with the king and national representatives.

Four young Austrian women employed at a Coplay cigar factory were killed in Allentown when they stepped from Cementon to a railroad crossing and walked into an express train on the Lehigh Valley line. All had no relatives in this country.
In Berlin on January 5 Emperor William replies to Archduke Frederick of Austria Viennese congratulation. He praises the Austro-Hungarian troops and their spirit of comradeship with Germany. He vows continued joint action and a decisive victory for their cause.
Special dispatch from Lexington Kentucky reports Dr. E. M. Wiley, a prominent physician, survived spleen operation thanks to a blood transfusion from his brother Edgar Wiley of Madison Indiana. Dr. Wiley is the father of Mrs. John T. Faig of Cincinnati.
Secretary Wilson named Daniel J. Keefe and Hywel Davies to amicably adjust the Eastern Ohio coal strike. The two conciliators will tour Bellaire Martin's Ferry Bridgeport Steubenville Barnesville and Flushing plus Wheeling to hear both sides and report back. The Wheeling Board of Trade urged government intervention citing public hardship from suspended operations.
Cleveland, Jan 5. Operators in the Eastern Ohio coal field plan action after a 15 000 miner strike that began April 1. A seven man committee of operators was empowered to draft plans, with another meeting to seek endorsement from the full operators body.
London datelined dispatch reports Russia seizing key Austrian oil fields in the Uzsok pass deep in snow, cutting fuel supplies for Austro German forces. It says Russian forces press Turks and Austrians, hold Mazurian Lakes line, resist German offense, and advance toward Cracow as weather aids progress.
