The Senate passed the immigration bill with a literacy test 50 to 7, despite President Wilson and former President Taft signaling veto if the test stayed. House passage was 241 to 126, with Belgian farmers exempted from the illiteracy requirement under a near-term provision. The debate included Belgian refugee settlement and an exemption for agricultural Belgians during and after the European war.
Paris dispatch reports The Paris Temps cites a notice from the commander of the Eighteenth German Army Corps warning troops that various models of bullet-proof armor fail to protect and often cause grave wounds. The armor also restricts movement and hinders activity, prompting a caution against worthless purchases.
The Department of Justice exposed a conspiracy to supply German officers and reservists with fraudulent American passports to return to Germany. Carl Burpede, ex-North German Lloyd agent, and four others were arrested as a Bergenfjord crew member was removed to New York for charges of defrauding the U.S. government. The parties carried State Department photographs and faced $20,000 bail, with one German officer paroled in New York City.

Stephen Makara 42 pastor of St. John's Greek Catholic Church and housekeeper Mrs. Fedor burned to death as parish house burned behind the church. Police say arson started in two places and smoldered about two hours. Makara had been assaulted in November by two men who robbed him of 147 dollars and citizenship papers. A woman seen near the parish house is sought for clues.
President Wilson may visit Cincinnati briefly on the return from Indianapolis next week. Senator Kern will urge a stop for a Jackson Day banquet on January 9, with Postmaster Shuff pressing for a Cincinnati appearance and a Saturday speech if Friday is unavailable.
Police hold James Williams a 17 year old from Chicago suspected of swallowing a $10,000 diamond stolen from a downtown Dallas jewelry store after a brick smashed the windows. The thief seized a tray of valuables including a $7,500 lavalliere and other jewels. Williams was chased and captured. the lavalliere and other pieces were found along his flight path. No items were found on his person.
Jeff Goins a colored penitentiary prisoner serving five years for burglary at Clinton County was made a trusty and moved to the London prison farm on New Year’s Day. He was later injured when a team of horses ran away, throwing him under wagon wheels and breaking his back with poor chances of recovery. He began his term two years ago.
