Tax hike fights shape House debate on surtax limits
On the first day of amendments the House rejected Rainey’s bid to lift the maximum surtax to 25 percent, with 196 votes to 117. La Guardia’s 30 percent proposal failed 266 to 54. Democrats largely supported 25 percent, while Republicans opposed it. Adjournment came as personal exemption levels were debated and tax schedules were adjusted, including a rise in the earned income credit and changes to income tax brackets. An exemption for state and municipal employee incomes was defeated.
