City officials led by City Solicitor Frank Bowman discussed the ruling at a Finance Committee meeting, noting the county could reduce the water works budget and potentially lower rates, especially for large users. The commission kept current figures for now, pending a City Manager selection, while debates over department appropriations continued and lighting funds were temporarily boosted.
