In Washington Aug 18 officials expect Germany to refuse the Japanese ultimatum over Kiau Chau. Germany faces a siege threat with about 3 500 people including officials and dependents, while Japan can bring overwhelming naval force. If Germany yields, China may gain Kiau Chau directly. London assurances aim to limit action to the China Seas and German eastern Asia, not Pacific islands.

President Wilson named T. W. Gregory as Attorney General. Gregory, 65, a Mississippi native living in Austin, Texas, previously served as Special Assistant Attorney General and led antitrust prosecutions in Texas. The White House had weighed Secretary Garrison for the post but kept him in the War Department.
The steamship Victoria arrived from Nome Alaska with $200000 in gold bullion from Seward Peninsula placer mines. Officials expect a large yearly output due to abundant water.
London reports clashes between British forces in the Gold Coast capital Accra and German troops in Togoland. British have captured German prisoners and seized two trains. The German post in Togoland is small with scattered stations. native troops operate under German officers, while neighboring Nigeria boasts a large native force under British command.
Paris dispatch reports French troops destroyed a German aeroplane near Dinant fourteen miles south of Namur. The pilot was killed and the observer captured. the aircraft suffered no damage. An official statement confirms the event.
