Consul Wildman reports Manila surrendered on August 1 after Dewey bombarded the city. General Augustin was taken by German steamer Kaiserin Augusta to Hong Kong. Madrid dispatch corroborates the fall as American commanders anticipated surrender. Augustin’s flight sparks ridicule among officials.
Rumor spreads that Manila surrendered but no official word. German Consul says outskirts were bombarded by American forces and the city did not suffer damage. General Augusti says Admiral Dewey demanded surrender in one hour. bombardment began after white flag hoisted. Augusti hurried to Kaiserin Augusta as bombardment concluded. The bombardment occurred on the 13th.
General Augusti, Captain General of the Philippines, lands aboard Kaiserin Augusta in Hong Kong and refuses interviews. He states he will go to Spain at the first opportunity. The German Consul in Canton receives only a small mail package. It is unclear why he fled. his wife and family accompany him.
Manuel Rodiroso Pages, a Spanish Regular Army sergeant captured at Pineda, states that German forces have provided active aid to the Spaniards. The account comes from a special cable dispatch to the Commercial Tribune and New York Journal dated July 7.
An officer describes German supply activities in Manila during the war, claiming two first class field guns were landed from ships and moved up the Pasig River at night hidden under mats and furniture. He says provisions for the Governor General and other officials were also landed, though verification remains limited to insurgent and officer testimony.
Surrender of Manila reported after final attacks on the city. La Correspondencia de Espana notes Manila fell, with word also from London that Hong Kong business men telegraphed Manila’s fall. Secretary Al ger stated he believes the president’s protocol signing news has reached Manila.

German factions are suspected to have influenced Captain General Augusti. Insurgents in Hongkong oppose the peace terms offered by the Americans.

Lee said he did not know if he would join the Cuban Military Commission, noting he is an officer and subject to orders.
Washington reports that an American naval vessel may sail to Havana Harbor soon, with at least two ships to be ordered there when the Military Commission meets in Havana to finalize Spanish evacuation plans.
