General Joffre commands a large Allied force confronting combined German and Austrian units. The operation aims to push back invasion efforts across contested fronts. Strong leadership and mobilization signals pivotal to turning the tide in ongoing war.
Paris reports General Joffre leading a large French army toward Strassburg, claiming rapid Alsace gains. Germany mobilizes 1,000,000 Landsturm as French detachments from Algeria push into upper Alsace while authorities limit casualty disclosures to families.

London reports the Hamburg American Line steamer Cap Ortegal seized by British forces. The ship carried 85,600,000 in specie and sailed from Buenos Aires July 16 destined for Southampton.
The Red at Jassy correspondent reports Austrian plans for the campaign against Servia. He says the Danubian army after capturing northern Servia fortresses will advance further, detailing strategic steps as part of the ongoing military coverage from St Petersburg.
Captain Brombeck of the South Side Life Saving Station reported large wreckage on the beach between the life saving station and Ocean boulevard. The debris included painted doors, white varnished vinagons with shutters and planking, appearing shattered as if from an explosion. A brass plate on a door read Ship's Library.
A North American Grain Dealers Association meeting empowered a five member committee to protect shippers if war disruptions persist. The group would decide measures affecting grain shipments to Belgium and England, including prewar contracts, amid protests from the Liverpool Corn Trade Association.
