Roosevelt leads protest over conditions in Santiago as 10 percent fit for duty, urging immediate move of the army to the U S mainland. Officers warn yellow fever risk, malarial fever, and inability to move inland, with transport plans for Spanish prisoners and troop redeployments outlined.
In Santiago de Cuba on August 3 Major General Shafter considers the Interior relocation of the Fifth Army Corps to San Luis per Secretary Alger order. Roosevelt letter urges shipping nearly the entire command north to avoid a malarial and yellow fever crisis.
Washington reports Colonel Theodore Roosevelt commander of the Rough Riders will delay the removal planned for this month because of a shortage of boats. The note indicates the action is carried to the second page for full details.
Ponce dispatch notes a planned flank against General Otega at Aibonito as General Brooke lands 3,000 troops at Arroyo and moves toward Cayey and the San Juan line. General Stone conducts reconnaissance toward Arecibo while Company C of the Second Wisconsin advances near Ponce. The fleet bombards San Juan and guards prepare for a rapid main assault once Miles' plans are ready.
General Stone advances from Adjuntas toward Utuado with the Wisconsin Regiment and local natives armed with machetes. Ponce August 3. Spaniards are said to be advancing cautiously on the road to San Juan. Reports claim the enemy has mined the cliffs at Aibonito to block the retreat route if forced back, though this is not widely believed.
Washington August 4 preparations for the Wade expedition continue with general officers ordered to join, including General Randall newly assigned to Montauk Point. Navy officials say no change in Watson squadron orders, with a plan to dispatch the ships to European waters to bolster respect for American naval strength.
A scouting party under Major Reed of the Sixteenth Pennsylvania was fired on by a Spanish outpost between Juana Diaz and Coamo. The engagement led to return fire and believed a Spanish soldier was wounded. The transport Roumania, ashore at Guanica, has been floated and four artillery batteries have landed.
Navy reports from July 18 recount a three hour battle off Manzanillo in which ten Spanish vessels were burned sunk or destroyed. American ships Wilmington Helena Scorpion Hist Hornet Wampatuck and Osceola engaged under Commander C C Todd with no American damage or casualties. The Purissima Conception, a blockade runner, was among those sunk.
Madrid Aug 4 the Spanish Cabinet met to discuss peace proposals with the Queen Regent presiding. Sagasta conferred with Cortes leaders and generals as Spain weighs terms for suspending hostilities with the United States. The war aims remain unchanged and a final decision is awaited from Madrid.
The Madrid correspondent reports Spain has not yet answered the American note or received President McKinley’s reply. Premier Sagasta plans a reply early next week, considering rushing the treaty through without Cortes convocation though party leaders may block that move.
An official dispatch from San Juan de Puerto Rico reports Colonel San Martin, commander of the Spanish garrison at Ponce, was court martialed and executed for abandoning the town. His aide killed himself following the surrender. Lieutenant Colonel Puiz died by his own hand.
Key West Florida Aug 4 No confirmation here of Spanish evacuation of Neuvitas after a bombardment by American warships. The auxiliary cruiser Badger arrived with three prizes taken July 26 and said most Spanish troops had left the city though it remained held.
The transport Massachusetts with Troops A and C of the New York Cavalry and the Philadelphia Troop Sixth Cavalry and Eighth Infantry is aground. Washington with the Fourth Pennsylvania Regiment and the Seneca with Colonel Querto's regiment land today at Guanica. Eleventh and Nineteenth Regular Infantry and Troop B of the Second Cavalry have disembarked here.
Ponce dispatches say General Roy Stone and a Seca company pushed north along the coast toward Arecibo to reconnoiter and bear news overnight.
General officers including George W. Davis and George M. Randall of the Second Army Corps along with R. H. Hall and W. W. Gordon of the Fourth Army Corps and H. C. Hasbrouck of the Seventh Army Corps and John A. Wiley of the First Army Corps are ordered to report to Major General Wade for duty with the troops headed to Puerto Rico.
The Times correspondent in Madrid reports Sagasta insists on quiet orderly action and full explanations to protect national interests. Spaniards favor peace but fear internal unrest and sacrifices, while Toral and Augusti are seen as contrasting figures. cabinet resignation remains uncertain.
A Cabinet officer reported the President should receive Spain's final note before week's end. Official communication is planned between this afternoon and Saturday afternoon. A meeting with the French ambassador to set an hour for the purpose is anticipated any time, with State Department expectations high.
