Pasadena California, home to many rich residents, reports eight babies born in July. Health officials say a minimum of 200 births monthly would be normal for the city with about 40 000 people.
The United States Great Britain and France sign historic arbitration pacts in Washington and Paris marking the most advanced step toward peaceful dispute settlement. Ambassador Jusserand and Secretary Knox sign for France and the United States. Ambassador Bryce signs for Britain. A commission of inquiry will first seek settlement to avoid arbitration if possible, with final submission to The Hague when needed. Further pacts with Germany the Netherlands Sweden and possibly Japan are planned. Senate ratification faces delays and political hurdles.
Dr. Ernest Levy, Richmond chief health officer, based on mortuary statistics from several cities, warns the American Negro is slowly dying out and may be nearly extinct in the 21st century. He notes the race makes up 38 percent of Richmond yet accounts for 96 percent of deaths with a birth rate likewise unfavorable.
Pikeville, Ky. Aug. 2 Lee Johnson, 20, was arrested and charged with murdering his father, William Johnson. The elder man was shot from outside into the house several nights ago, a deadly act under investigation.
New York August 2 1907 details reveal Grant B Schley unaware of a White House expedition by J Pierpont Morgan United States Steel executives to sway public opinion and aid the Tennessee Coal and Iron takeover. Schley testified before the House inquiry into steel interests describing loan exposure and lack of Morgan consultation.
Bond Hill residents will petition Cincinnati City Council next Monday to force action on extending the Bond Hill trolley line from Mitchell avenue and Reading road to Paddock road. The Cincinnati Traction Company vice president Foraker refused to extend without guaranteed profit, citing high costs. Welfare leaders plan ordinances to address alleged contract violations, including underground wires, and will hear John James of North Fairmount on Friday.
In Washington the House erupted as Oscar W. Underwood of Alabama leveled sharp charges at William Jennings Bryan over tariff policy. North Carolina’s Kitchin backed Underwood as the chamber debated scheduling iron and steel revisions amid party tensions and claims of misrepresentation.
Mexico City Aug 2 Enraged by the dismissal of Emilio Vasquez Gomez from the interior post numerous former officers of the revolutionary army openly declared they would rally followers for a second rebellion President De La Barna blamed Francisco I Madero for Vasquez Gomezs removal and stated the crisis is not yet critical Rebels gathered at Chapultepec to protest and a few officers left the city to organize forces General Bernardo Reyes visited Madero at Tehuacan and received approval to run on an open democratic ticket with Ernesto Madero. Ernesto denied intent to campaign, Reyes framed his run as independent with no party ties
St Louis Aug 2 The Roberts Johnson Rand Shoe Co and the Peters Shoe Co announced a consolidation of their businesses with a combined capital of 20 million dollars. The agreement becomes effective in December.
Francis MacCullough and Alan Ostler, American and British correspondents, were expelled from Agadir by the Khalifa for lacking letters of introduction. They slept in tents after being refused shelter, with speculation that Germans opposed their presence. MacCullaugh had covered international events and was captured at Mukden during the Russian-Japanese war.
Justice Hughes led a commission hearing on taxing the public for support of superannuated Methodist ministers. Representatives of publishing houses argued that higher postal rates would curb church publications, while F R Graham of the Methodist Book Concern suggested support for aged ministers.

Illinois legislator Charles A. White described his bribe payments and the $3 500 asking price for a confession manuscript as he testified again on the Lorimer case. He said he sought publicity for the public good and recounted custody and contract disputes with The Chicago Tribune editors.
Washington August 2 Leaders in both houses expect swift agreement on wool and farmers free list tariff bills the president is said to veto. The wool bill goes to conference the free list bill faces rejection and conference. A possible broader revision to iron and steel schedules may be added. Controlling moves aim for early adjournment after vetoes.
