Key West Florida April 17 arrival of Companies A and G Twenty fifth Infantry stirred the town.125 colored troops were kept aboard the City of Key West overnight due to barracks shortages and were later quartered at Ft. Taylor marching in double file a stalwart body many with Indian campaign experience. Some local papers had protested colored troops and a fear of an unfavorable demonstration existed. However no such demonstration occurred.
Washington April 17 The War Department Adjutant General Corbin said there were no changes in mobilization details or major officer assignments. Railroad proposals for transporting troops will be opened tomorrow and many soldiers are expected to begin their journey south on the same day.
In Parkersburg on April 17 the state troops will mobilize at Grafton and move to a designated area under orders from Governor Woodrow Wilson's era officials. Commanders were told to have their units ready to move at a moment’s notice amid potential call to arms.
Fort Sherman reports two companies of the Sixteenth Infantry at Fort Spokane will join five Fort Sherman companies in Spokane not later than Wednesday. Colonel Theaker expects his command to leave Tuesday morning. Lieutenant Buck and a recruiting detachment at Seattle are ordered to report at Fort Sherman immediately, with ten men left behind.
The Central Cuban Relief Committee will load an American steamship with supplies for reconcentrado in Cuba and dispatch her to Key West under Red Cross flag. A second ship will follow. naval escorts may be provided under the Geneva treaty if hostilities begin. Clara Barton may visit for conference.
Chicago April 17 Rev T DeWitt Talmage told his son Frank he would serve as army chaplain at the front possibly over a division in New Orleans or Chickamauga. He said the war would be short and Cuba could be freed quickly with decisive action. He added he hates war but supports seeing hard fighting, while noting he’ll not be long from his congregation. He lectured in Ft Wayne today.
The American liner St Paul arrived near Philadelphia and will reach Cramp's shipyard. On Tuesday morning workers will begin converting her into an auxiliary cruiser, a process expected to last about fifteen days with extensive interior reconstruction.
