State Examiner H D Waddell reports Cincinnati's assets of 62.6 million against debts of 37.9 million leaving net debt 27.54 million. City receipts for 1904 totaled 10.706 million with expenditures 9.961 million and overall transactions 13.33 million in receipts and 12.58 million in outlays.
Charles and Albert Nicolay fought a street duel at Seventh and Walnut streets after a dispute over a woman. Albert was wounded in the abdomen when cut by a knife. Charles fled pursued by a crowd. Albert later testified he was cut after insults from Charles and his wife.
A trim steam yacht Orienta, built like a torpedo boat, represents the Panama Republic navy and lies at an Elizabethport shipyard ready to sail for Colon on April 15 under Captain Lovelace. Police arrest a man disguised as a carriage driver on Nevsky Prospect linked to a group of twelve detainees from last week over alleged terrorist schemes. Officials say a plot against Governor General Trepoff was directed by conspirators and lookouts aiding the main perpetrator of the assassination. 140,000 troops have started to the front as War Minister Sakharoff states no mobilization of new troops will occur. He defends loyalty to Kuropatkin and notes reserve soldiers were sent early, hinting at a prior Germany arrangement to cover Poland’s frontier.

Boston April 4 The committee of Congregational clergymen protesting the acceptance of John D Rockefeller's gift of 100000 by the American Board of Commissioners for Foreign Missions must carry on the crusade without help from the boards Prudential Committee. After a lengthy conference the Prudential Committee refused to join the protestants in seeking to present to Congregational clergy the reasons for and against the gift.
In Springfield Ohio on April 4 police led by Sergeant Joseph Creager calmed a threatened outbreak on East Columbia street. The saloon of Joseph Kempler was said to be at risk and Kempler returned his Dow tax certificate. Police ordered eight to ten families to move out by noon with more departures expected as moving vans massed.
