Washington dispatch reports Ohioans in the capital reacting to spring elections. McKisson loses big in Cleveland while Swartz wins in Columbus signaling party strength. Foraker denies opposition to McKinley and a pension is proposed for General Egbert's widow.
In Bellefonte Pennsylvania on April 4 Lewis Dennis killed his father Samuel Dennis with a chair to save his mother from a murderous attack. Samuel had epilepsy. the son entered the room after midnight as his father strangled his wife. The mother remains shocked and doctors fear for her life.
April snow touched Norfolk at 11 a.m. and lasted until 4 p.m. with rain following. Petersburg saw a morning snowstorm that melted quickly. Charlotte and other North Carolina towns received a squall until 2:30 p.m. No fruit or vegetable damage reported. Weather remains cold and damp with no frost danger.
The steamer Chilkat capsized on the bar near Eureka while leaving for San Francisco. Ten people perished and nine were saved. the wreck lies bottom up as life boats rescue crews and passengers. The disaster prompted swift response from the North Fork's crew and life savers, uncovering wreckage and a lifebuoy.
The Secretary of the Treasury received in an envelope postmarked New York three one thousand dollar bills. The accompanying note read that the money belongs to the United States Treasury and that conscience demands its return, adding God knows the name and the sin.

General MacArthur’s brigade moves out of Malolos to the north seeking the main Filipino force. Reconnaissance by the Montana Infantry and Fourth Cavalry finds only roaming rebels. Reports describe insurgent outrages, refugee plight, and Spaniards failing to aid prisoners.
Manila reports insurgents massing north of Calumpit about five miles northwest of Malolos with strong entrenchments. Hard fighting expected to dislodge them and at San Fernando where Aguinaldo is believed. Montana regiment saw one killed three wounded. heat sent twenty five to hospital. Two Krupp guns unearthed at Malolos to be mounted. Americans discover 27007 silver dollars.
William H. Drapier aged 68 was arrested in Indianapolis on a charge of enticing a young girl for immoral purposes. The chief witness is Emma Burgess 18 from Muncie who came to learn the printers trade. Drapier denies the allegations.
Dr. Amos C. Woodruff of Oakland City Ind. admitted forging vouchers and pensions in Federal Court before Judge Baker. He received a sentence of one year and one day in the Ohio Penitentiary. Woodruff said the crime stemmed from convenience and ignorance of the law, not personal gain.
Abe Rothschild of Cincinnati was held in 1000 bond in the Federal Court on charges tied to the Mt. Carmel lace swindle in Evansville. He faces five additional indictments in the same court.
The Philippine Commission, per Schurman, resumes full activity and prepares a 1500 word proclamation to persuade Tagalog led insurrectionists that further struggle against United States arms is futile. He cites Tagalog origins of resistance and broader Luzon dynamics after Otis’s campaign.
At Manila on April 4 4 50 pm officials and observers say the capture of Malolos and the United States Philippine Commission proclamation will prompt natives to lay down arms. Dr Schurman calls it a defining step. Col Denby calls it the era’s most important proclamation.
The Filipino Junta claims to have obtained information from American sources in Manila. They allege intrigues involving the Vatican, General Wesley Merritt, President McKinley, and General Elwell Otis.
A Montevideo cable from April 4 by Dr. Frederick A. Took of the Belgica expedition states the Belgica arrived well, declares Antarctic voyage a complete success, reports new land in the Weddell Sea, open water farther south, and visible volcanoes. Three crewmen died by accident or illness. ship plans to return home briefly before another winter stay.
The Belgica steamship carrying the DeGarlache Antarctic expedition reached Punta Arenas in Patagonia after being ice bound for two months.
Warden Coffin urges a large iron cage to confine four inmates at the Ohio penitentiary. Ira Marlatt aka the fiend, Otis Hurley who stabbed a bookkeeper and fled his cell, and life-term prisoners Atkinson and O'Neill, accused of killing Guard Lauderbaugh during an escape attempt. Coffin fears for guard safety if these men gain shop access.
Detroit Mayor vetoes the Common Council resolution appointing Governor Pingree and two citizens to form a commission to buy and run the city street railways. The mayor argues the act empowering the appointment is void, promising a likely legal fight over the veto. Alderman Beamer claims a legal right to challenge the veto.
Miss Ella Sharp of Charlestown Indiana died at her home after contracting a disease while nursing sick soldiers at Tampa Florida during the war. She volunteered for government service despite her family's protests, and her brother Hon John D Sharp died two weeks earlier, a factor in her illness.
Columbus on April 4 Sarah Clarkson a colored woman arrested for drunkenness swallowed a mixture of morphine turpentine indigo and rat poison hoping to die. The dose failed and she remains alive.
Canton Ohio April 4. Mrs Annie E George on trial for murdering George D Saxton brother of President McKinleys wife. Court hears jury questions and witnesses while defense seeks depositions and documents. First ten jurors show strong opinions. 7 seated so far with 18 challenges remaining.
Warren F. Leland proprietor of the Windsor Hotel perished after an appendicitis operation. He had lost his wife and daughter in the March 17 fire. Survived by son Charles and daughter Fannie. funeral plans set for Chicago with services in New York.
The court sustained the venire and began juror examinations. George W. Neisz, a retired merchant, faced no disqualifications. The third juror faced a challenge over prejudice against circumstantial evidence but remained. Partial deafness and prior opinions ruled out another. Several others answered satisfactorily as the session adjourned to 8:30 a.m.
Emperor William of Germany will travel to Cowes with the Empress and Princes William and Hitel Frederick for a twelve day yachting week. The Emperor will stay on his yacht while the Empress and sons visit Queen Victoria at Osbourne and later stay at Abergeldie Castle in Scotland.
Charges filed against Colonel Leroy Brown Major W. C. Tatum and Dr Epler of the Fourth Tennessee Regiment recently returned from Cuba allege unsoldierly conduct toward troops and misappropriation of soldiers furniture. Brown is accused of forcing menial tasks and profane language. Tatum faces profane language allegations and firing on crowds in Trinidad wounding several children.
In Chicago on April 4 the Sinai congregation approved a $15,000 annual salary for Dr. Emil C. Hirsch for fifteen years and ratified his February 27 life term reappointment to deter a New York City Temple Emanuel offer. The prior ten year contract paid $12,000 annually. New York had offered $14,000 plus a free residence and $100,000 life policy payout.
Charles Cass, 24, a farmer from northern Zanesville Colorado, killed himself by taking strychnine after Miss Alice Cordray refused to marry him, leaving a residence prepared for the wedding. He had grown despondent and told his mother he did not care to live.
A military funeral was held for Private John Burke of the Seventeenth Regiment U S S A who died on San Juan Hill. Burke was buried in Santiago and his body was returned to Columbus aboard the Crook transport ship.
