Desperate conditions in Shawneetown Illinois and surrounding towns as the Ohio River surges past records. Levees breach and buildings topple under high winds and swift flood waters. State Guards relocate to hills as thousands seek refuge above the rising tide. No fatalities reported yet but millions in damage expected and rescue efforts underway.
At Tarabosch Fort near Scutari Montenegrins seized the position after 200 hazardous device-throwers perished storming the slopes under heavy fire. The success opens the way for a Montenegrin advance toward Antivari and Dulcigno as regional powers negotiate Balkan positions and borders.
Governor Cox and Red Cross officers lead a State Relief Commission inspection starting in Columbus. A special train will visit Dayton Hamilton Tiffin Fremont Zanesville and Muskingum Valley to assess needs for distributing aid. In New York on April 2 Dr. Friedrich Friedmann said he will launch a government tuberculosis clinic for 100 patients once his temperature-regulating incubator is repaired. The device broke yesterday delaying the test demanded by government physicians. Friedmann denied reports that he would not proceed because many patients were near death. He vowed to stay until his mission is finished.
Edward Fogarty of Ansonia Conn a Yale Sheffield Scientific School athlete was instantly killed in Rochelle N Y when a measuring tape touched a live feed line causing him to be hurled thirty feet onto the tracks. Donald Brockett a Yale student from Kansas City was badly burned but expected to recover.
After a 24 hour retreat the flood falls one foot from 69.8 to 68.3 feet with expectations of faster drops onward. Many West End residents await relief as streets clear and mail routes reopen via C and O and B and O lines. Contractors seek rebuild work while Millcreek towns assess damages and resume normal activity.
