Delinquent Taxes Figure in County Budgets
In an opinion for the state Board of Equalization Attorney General H J Freebourn held counties may include estimated tax delinquencies in budgets and levy taxes accordingly for the next year. The 1987 law prohibiting this practice is unconstitutional. The opinion notes the law prevents paying constitutionally directed obligations and delaying payments increases the tax burden.
