Capitol Week marks limits on state reorganization moves
Atty. Gen. Bonner rules the reorganization committee cannot abolish constitutional or statutory offices without explicit legislative action. Gov. Ford later abolished a pension post, and Ray Conger resigned. Bonner says the custodian post exists since 1903 and must be appointed, limiting changes to minor reform. The week also includes a state supreme court ruling on tax deed redemption and notes on liquor profits and tax collections.
