Butte February 17. Conference between publishers and printing trades failed to produce progress toward arbitration. The local Typographical union refused to waive its rule requiring full resetting of ads, a condition publishers will not accept. Representatives from publishers Allied Printing Trades council and local unions attended. arbitration was rejected and a prolonged tie up of the printing business seemed certain.
Public opinion in Tokio favors solving the San Francisco school issue without restricting Japanese laborer entry to the United States. Officials have not commented due to holiday, but many here expect strong opposition to any settlement tied to labor restrictions. An appeal from San Francisco seeks national support against such a basis.
Chicago on February 19 reports cattle receipts of 4,000 with a steady market. Beeves bring 4.00 to 6.09, cows and heifers 1.60 to 5.25, stockers and feeders 2.50 to 4.70, calves 6.00 to 7.55. Sheep receipts 15,000 with prices from 3.40 to 5.50 and a steady market.
Butte, Feb. 16. The Rocky Mountain Bell Telephone Company conceded an eight hour day and a wage rise averaging $6 after an all night session. Operators return to work for one year with monthly pay from $60 to $87, noting Butte and Salt Lake pay the highest rates in the United States.
Rabbi Hirsch urged in Chicago that a home based government grant women the vote on all public policy and child matters. He condemned the worship of soldiers and argued the military idea blocks women’s suffrage, speaking at a National Woman's Suffrage Association mass meeting.

Helena workers at Rocky Mountain Bell Telephone demand higher pay and an eight hour day. Linemen walk out causing service disruption while street railway workers strike in sympathy. By noon Helena Lights & Railway resolves for linemen eight hours and four dollars daily, a fifty cent raise, but Bell Telephone switchboard operators remain out with no settlement seen.
Congressman elect D N Pray from Montana, succeeding Senator elect Dixon, is in Washington to study the session ground. Dixon escorts Pray through the capitol and introduces him to congressmen and senators. Mrs Pray accompanies her husband.
The general staff submitted tentative plans to the president for a new military post at Guantanamo Cuba. The navy already stations ships there but lacks shore artillery. a garrison of one or two coast artillery companies would defend the naval base with sufficient ordnance.
The bill before Congress for opening the Blackfeet Reservation includes water rights for Indians and settlers. It provides a one year preference to irrigate on allotted lands and surplus lands, with irrigation managed under state law after that period. The secretary of the interior holds trust title and may sue or be sued over the irrigation system. Water rights become appurtenant to irrigated land and are limited by beneficial use.
Nes Moines Iowa February 18 A bill to allow trial marriages would be introduced before adjournment and urged by prominent lawmakers. The contract would last five years with an option to renew. Several legislators study the idea and a copy of the South Dakota trial marriage bill has been ordered.
In Coshocton Ohio on February 17 local spiritualists say they spoke with Stanford White’s spirit and that he is barred from paradise and cannot enter Hades. The circle includes a prominent contractor, a common pleas judge, a prosecutor, an Episcopal clergyman, lawyers and physicians.
The Nichi Nichi, a diplomatic authority, argues restricting Japanese immigrants from Hawaii is too costly for the school issue. It says the real curb is labor admission and suggests naturalizing Japanese to remove the US Japan friction, predicting the dispute would end if naturalization is allowed.
The Chateau Creamery company is organized with Ho Beaupre Dr I Brooks K G Meloun S M Carson and Phil I Cole as incorporators and directors for three months. Capital stock is 5000 dollars in 333 shares of 15 dollars each. The business will gather cream and produce butter in Chateau Seton county Montana, supplying dairy goods and dairy supplies. The organizers studied local resources and expect strong profits with a cream gathering plan. They urge locals to subscribe to stock or milk cows to support the venture.
