Mrs Maynard Critiques Lighting Fees as Inequitable
Mrs Maynard argues per lot lighting fees are unfair claiming some land may be foreclosed and assessed income may fall short. She favors mill levy funding as fairer since it spreads costs to all property owners, not just lot owners, noting the overall difference is small for most.

City to Mix City and Special Assessments for Street Lighting
The council approved a plan to fund street lighting with a two mill city levy and per lot assessments. Montana Power Co will add 21 new street lights, bringing total lights to 175. City valuation at 1,066,957 will finance about half the cost via taxes, with the rest covered by landowners through assessments.
