ASC Program gains stronger county committee role
President Kennedy's March 16 message to Congress and Secretary Freeman outline steps to strengthen the ASC program. Amendments eliminate county and community election boards and transfer election authority to ASC county committees, widen eligibility to general farm organization officers, and assign duties to county committees to replace the county office manager. Freeman says the aim is to restore county committees' responsibilities and foster active participation by state and local farmer committees in program administration.
