Washington reports Spain’s offer and U S counter proposal on Cuban terms. Officials and cabinet members await cipher dispatch details while Congress weighs naval funding and militia readiness as tensions rise.
The president told a committee of senators that Spain has sixty hours to reply to his note demanding independence. Spain certified intent to respond within the deadline, allowing interception of the Spanish flotilla if the reply is unfriendly. The Spanish government asked if other propositions to end hostilities exist besides total independence. The president said no and Kinley asked Republicans to wait one more day as the matter nears focus.

A Washington special reports orders at the navy department to graduate the first class at Annapolis on the 9th of April and to graduate the second class a year before its planned finish. The second class has been advised to prepare for its final examination.
A Washington dispatch reports a possible government deal with Denmark involving cession of the Danish West Indies St Thomas St John and St Croix. It is said the United States would acquire two cruisers and three torpedo boat destroyers as part of the arrangement.
