A Washington dispatch to The Boston Herald reports the first call of the naval militia into service. Governors of Massachusetts and New York are asked to direct their naval militias to take charge of monitors assigned to each state to aid in harbor defense alongside land fortifications.
The Mangrove steamed from Key West under orders from Washington to Havana to take on all American officials except Consul General Lee and bring them away at once. Naval circles link the court of inquiry finding to the evacuation action and note Havana’s rising anti American sentiment following the report.
