Sept 27 report says German aviators bombarded American army engineers barracks near the front in darkness. The troops slept in bombproof dugouts, faced the raid calmly, joked and played poker as machine guns fired. No injuries reported. location of cantonments kept secret.
Conferees reach complete agreement on a war tax bill increasing revenues by 250 to 300 million dollars. Major rise targets war excess profits with a rewritten levy including a 7 percent minimum exemption on corporate capital and new allowances for intangibles. Postage, second class mail, passenger service, amusements and various goods see tax hikes. exemptions for movies and cheaper theaters are altered.
Secretary McAdoo announces details of the second liberty loan to be offered to the public on October 1. The issue aims for at least 3 billion dollars, with excess subscriptions capped at half the overage, 25 year maturity, and 4 percent interest paid semi annually. Denominations start at 50 dollars, with 2 percent on application and stepped payments on Nov 15 and Dec 14, 1918.
