Secretary Lansing released three secret cables showing Berlin instructed Ambassador von Bernstorff over a year before U S entry to plan Canadian railroad destruction and to employ Irish Americans to sabotage in the United States.
William R. Seay was acquitted in Denver district court for the May office murder of Edward C. Green, claiming self defense after a political quarrel. Spectators and Green's widow were not present at the verdict as jurors were congratulated by Seay.
Reported mutiny on four battleships at Wilhelmshaven with Westfalen crewmen and officers captured. Nurnberg pursued by destroyers. mutineers sentenced to heavy penalties. Kaiser ordered executions. political debate over guilt and morale in Germany's war effort continues.
In Philadelphia on October 10 a damages suit totaling 650000 was filed in common pleas court against Harry K Thaw. The action is brought by attorneys for Frederick Gump father of Frederick Gump Jr a Kansas City high school boy who was alleged to have been flogged.
Pittsburgh millionaire Thaw, adjudged insane after a suicide attempt in New York City on Christmas Day 1916, is confined in a local asylum where he was committed earlier by a commission in lunacy.
President Wilson issues a proclamation extending government control of food to manufacture storage importation and distribution of over twenty essential commodities after November 1. Exemptions apply to many small dealers and farmers previously exempt. Commodities include wheat flour oats corn rice milk meat poultry eggs fats and fruits.
Armed Mexicans crossed the international line to capture Sergt. Michael Zabosky and Private W. L. Vincent while duck hunting near the line. They were held in a Varagosa house in Mexico five miles upriver, but later escaped back to the American side with pursuing Mexicans close behind. The incident followed a rally on three American ranches yesterday.

Wyoming troops shift from infantry to artillery while Colorado converts from light to heavy artillery.
