London reports Russian aviators will shell Constantinople tomorrow as part of naval action on the Dardanelles. Bombs were dropped on forts and marching Turks, with experts predicting a raid could spur calls for peace and reveal the allied visit as aggression.
Honolulu dispatch reports the navy abandons hope for survivals aboard the sunken submarine F-4 after days of search. Salvage tugs, a wrecking vessel, and divers prepare a cradle and harness system to raise the vessel from deep water off Honolulu Harbor. Navy officials order location confirmation to estimate salvage probability and recovery of bodies.

Washington March 29 The secretary of war will present to the committee to cover and direct an inquiry into the fitness of the United States for war. He has called all department heads, corps commanders, and generals to provide full information and statements of their views to support an authoritative program for improving the army.
A steamer named but not yet identified is reported in distress just inside the entrance to San Francisco Bay. It carried about 200 passengers, including women and forty five orphans, with life boats and ships’ crews assisting. The incident is linked to a collision or misfortune blamed on the GeneralFrishkle.
