Madame Lebaudy exonerated as grand jury returns no indictment. She requested rest in seclusion and fainted briefly on jail doorstep, later recovering with a crucifix at her breast and prayers in French. Attorney secured written release order as news reached Mrs Lebaudy. Jacqueline rang from Rev Mc’s home.
Madame Lebaudy greeted the sheriff after the grand jury freed her, kissing the matron and asking thanks be conveyed to the jury. Ginnie has been staying with her since her mother’s imprisonment.
In New York the National Association of Clothiers opened its 23rd convention and warned that more than a quarter of clothing material is now surplus in the hands of manufacturers due to war’s end. In Mexico City British merchants launch an active drive to recover old markets and gain new ones as a freighter sails from Liverpool with British goods for Mexico.
Dublin dispatch reports Sinn Fein assembly reading a declaration of independence and demand for British evacuation. Crowds gather outside Mansion House with veterans and locals. Charles Burgess chairs as young leaders take stage. many elected Sinn Feiners are imprisoned and do not respond.
At its annual meeting the Industrial Club of Cheyenne voted to hold Frontier Days on its mid July date and not move up due to dry state laws. It also addressed housing plans, debt clearance, and chose a nine member board led by William Dubois and A D Kelley to push home ownership and city improvements.
The 1918 annual report of the Comptroller of the Currency praises national banks and the Federal Reserve System for withstanding wartime stress. Spokane January 21 plans completed for a welcoming reception for officers and men of the 346th field artillery the first unit of the 146th division back from France. The mayor issued a proclamation urging citizen help. The Salvation Army will serve doughnuts and other groups organize entertainments. Col Pratt reports three special trains bringing the 146th will arrive by 9 a m tomorrow followed by a regiment parade and muster out at Camp Lewis at 6 p m.
Frank Morrison of the AFL testified before the House Immigration Committee with reports from 21 cities showing over 135,000 unemployed. He warned bread lines in industrial centers by May 1 and urged two measures: employment for returning soldiers and an immediate halt to immigration until normal times resume.
Panic reports from Paris indicate the supreme council seeks a concrete Russia proposal at the next meeting. While not final, main principles are agreed as plans shift from direct Soviet agent contact to inquiry and investigation without agents. Danish envoy Harold Severius commented on evolving conditions.
The last ambassador from Petrograd warned that Soviet leaders refuse dialogue with Paris and London, calling President Wilson and Premier Lloyd George too conservative. He cited Bolshevik strength at about 96,000 men, noting many recruits come from impoverished peasants to gain food and supplies.

Washington January 21 Senator Kenyon introduced a bill providing for the expenditure of $200,000,000 on public improvements to supply work for soldiers. The measure aims to create jobs through public works projects and support the war effort.
Idaho saw minimal gains from special war industries and had no factories producing war supplies. Total state war purchases were under 40 thousand dollars, far smaller than regular outputs from fields forests and mines.
Telegrams report Rev. F Plater of Sheridan ill with Spanish influenza delaying his arrival to Cheyenne. Board of trustees member Harold Vaughan expected Fisher to reach Cheyenne within weeks while local leaders praise Fisher for aiding regional relief efforts amid an outbreak.
London Jan 1 The Associated Press reports a draft German constitution for a president elected by the people to seven years and a chancellor responsible to the chamber. It provides that once a League of Nations forms, all treaties with League states require Reichstag approval.
Prisoners from Joliet and Rock Island jail escaped after shooting a turnkey and overpowering guards. About 20 inmates fled, several previously paroled from Joliet, with six hundred convicts once housed at Joliet now blamed for the breakout and related crime surge. Police pursue in Chicago and Rock Island.
