Washington reports that the senate adopted the mandatory reservation to the peace treaty by 68 to 4. This marked the first time a qualification won approval with Democratic managers and more than two thirds voting together. The move followed a bipartisan conference agreement to adopt without change.
Mexican state governors gather in Mexico City to plan the presidential vote set for the first Sunday in July. It is billed as the first real election in the country with a law banning a second consecutive term. Three candidates are Generals Alvaro Obregon Pablo Gonzales and Ygnacio Bonillas. inauguration slated for November 4. The convention includes elected governors and appointees of Carranza who are not attending.
Eight Greeks and two Mexicans were arrested at 10:30 last night in a raid on a coffee house at 312 West Fifteenth Street. Officers Poland Taylor Cox Tinder and Farrell entered as a man in an apron blocked the door and rang the alarm. The group was found at a gambling table.
The Russian Soviet government offers democratic reforms and a constituent assembly, pledges to restore 60 percent of foreign debt, pay arrears, and grant mining concessions to an Anglo American syndicate. It seeks U.S. credit and demands nonintervention by Britain and others. A London dispatch notes new peace overtures to the United States.

Citizens voice opposition to a new billboard on Capitol Avenue near the Masonic Temple Cheyenne, saying it mars main street scenery and highlighting a lack of sign ordinances. Proposals seek regulation to curb unsightly boards and curb improper permit practices for future installations.
About 40 cars of stock and equipment have been stored at the new International Harvester building in Cheyenne with more arriving. The show room on the first floor and offices on the second display the range of products including trucks and mowing machines. Branch manager W. F. Starnes notes strong local merchant welcome and explains Wyoming sales last year exceeded half a million dollars justifying the Cheyenne branch.
New York state Democrats gathered in Albany select delegates-at-large to the Democratic National Convention, adopt a party platform, and instruct the delegation to vote as a unit in San Francisco. The platform calls for repeal of federal prohibition, endorses Governor Smith, praises President Wilson, and opposes curbs on free speech.
Jackson Mississippi February 26 The Mississippi House approves a 5000 award to Will Purvis a Lamar county farmer who faced the gallows twice and was later exonerated of the murder charge. The case involved a witness Buckley in a white capping dispute from 26 years ago. The noose slipped on execution day and Purvis survived. His conviction was overturned and life sentence imposed. Two years later Joe Beard confessed and Purvis was pardoned.
Floods breach the Ockerson levee south of its junction with Saiz and a second break near the railroad. Fifty thousand acres of rich land inundated as crews rush rock to shore up Volcano Lake levee. Water expected to fall soon, but Yuma reports a possible rise after the drop.
Henry Heinecke of Beulah fourteen miles east of Sundance shot and killed his wife on Wednesday afternoon then killed himself. Coroner could not establish a motive. Five children survive the murderer and the victim. Heinecke ran a Beulah store for many years.
A 100 strong party of miners woodsmen and hunters near Strambaugh Iron River prepared to seize federal prohibition raiders as Major Dalrymple threatened arrests. District Attorney McDonough, praised by locals for his war service, faced a high tension effort by Dalrymple to gain notoriety. George Cummerford and U S Commissioner Hatch were involved as investigators arrived to review the clash and warrants.
The Cheyenne Chamber of Commerce membership drive shows strong support across the city. Volunteers report many new memberships and optimism that Cheyenne will rise to state leadership and western metropolis status.
President Wilson rejects January 14 proposals as favorable to Italian aims and warns that unless December 9 terms are followed the United States may withdraw support from the Versailles treaty and the French alliance. The note criticizes Italian control of Fiume and warns the settlement cannot be worked with without American approval.
Washington February 26 report of a massacre of several thousand Armenians. Cablegram received by Professor Der Hagopian indicates a large killing spree by Turkish forces following the crisis, with details on the scale of the atrocity.
In Washington on February 26 the railroad brotherhoods the Farmers National Council and the American Society of Equity urged President Wilson to veto the railroad bill in memorials presented today.
