El Paso Texas February 6 General Robert Lee Howze commander of the El Paso district told a senate sub committee investigating the Mexican situation that conditions in Mexico were intolerable and that affairs had grown worse over the past decade if left to Mexicans the country’s future would be hopeless. He testified with War Department approval after securing permission and provided the committee a short account of American casualties attributed to Mexico since 1917.
