Senate Passes War Revenue Bill After Long Session
The Senate approved the war revenue measure without a record vote, reducing estimates for 1919 to about 6 billion and 4 billion for the following year, while rejecting the La Follette plan which would raise over 6 billion with surtaxes. The chamber adjourned for a three day holiday as it began a rare night session after nearly 13 hours. A bonus for honorably discharged service members was adopted, and taxes on semi luxuries remained mostly in place, with a cut from 20 to 10 percent for those taxes. The La Follette plan failed 5 to 6 after a lengthy speech. The same day the Supreme Court ruled parts of the La Follette seamen's act unconstitutional, stating it cannot regulate foreign sailors' wages while upholding provisions on American seamen.
